Weaver, Register of Deeds, requested the Board to adopt <br />a resolution approving the requirements of G.S. 161-30(a) which state <br />that the Register of Deeds cannot accept for registration any instrument <br />affecting real property unless the face of the instrument shows the name <br />and address of the person to whom the instrument is to be returned and <br />the grantee's or owner's permanent mailing address. He stated that this <br />procedure would benefit both his office and the Tax Supervisor's Office <br />in determining proper mailing addresses. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board by resolution moved to put G.S. 161-30(a) <br />into effect in the Register of Deeds Office whereby the Register of Deeds <br />cannot accept for registration any instrument affecting real property unless <br />the face of the instrument shows the name and address of the person to whom <br />the instrument is to be returned and the grantee's or owner's permanent <br />mailing address. <br /> Chairman Lentz stated that this was the day and hour scheduled <br />for a public hearing to determine if the County is willing to <br />participate in a revitalization project through the Community Development <br />Block Grant Program. He asked if anyone were present who would like to <br />speak regarding a proposed project for this program. <br /> Mr. James F. Owens, Assistant Planning Director, presented information <br />relating to the County's participation in the Community Development Block <br />Grant application for a revitalization effort. He proposed that the Board <br />select the Fishertown community as the targeted area for funding due to <br />the large number of failing septic tanks in that area. According to Mr. <br />Owens, there are approximately 187 homes to be considered in that community <br />with an estimated 20,000 lineal feet of sewer needed. Mr. Owens further <br />estimated the total project to cost $927,000.00 and suggested that the <br />County consider the allocation of matching funds in the amount of $200,000.00 <br />to make the application more competitive. <br /> <br /> <br />
