Richard <br />Russell, Data Processing Manager, and Mr. James F. Cook, Jr., Social <br />Services Director, that the Board award the bid for the word processing <br />system to IBM for a model 5525-021 under a lease/purchase contract for a <br />period of 60 months. Mr. Cook presented a summary of reasons for the <br />recommendation for the selection of the IBM equipment. He reported that <br />the IBM 5525-021 had been determined to be the superior word processing <br />system in terms of price/performance and that it would best meet the needs <br />of the Social Services Department. He noted that it was the only bid that <br />met all specifications. Mr. Cook commented'that the IBM equipment would be <br />an expandable system and would be compatible with the equipment presently <br />located in other County offices. Also, Mr. Cook stated that the IBM system <br />was needed to enable the Department to participate in the network of computers <br />operated by the Department of Human Resources, Division of Social Services. <br />Other stated factors for this recommendation included the possibility of <br />cost displacement with the planned involvement in the state network, statewide <br />Social Services reporting, possible statewide fund matching, and the <br />higher resale value of IBM equipment. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board authorized the Department of Social <br />Services to purchase the word processing system from IBM Corporation in the <br />amount of $44,972.26 because that proposal was the only bid that met all <br />specifications and the IBM system would best meet the needs of the Department <br />of Social Services as it would be expandable and compatible with equipment <br />presently owned by the County. The IBM equipment would also enable the <br />Department to participate in the state computer network for the Department <br />of Human Resources, Division of Social Services. <br /> Ms. Rebecca Yarbrough, Emergency Medical Services Program Administrator <br />with the Centralina Council of Governments, presented a report on recent <br />activities of the Council. She noted that the dues for members of the <br />Council would be increased from 13 cents per capita to 15 cents per capita <br />effective July 1, 1985. <br /> Commissioner Upright presented a letter from the Mayor of the City <br />of Kannapolis regarding the possibility of future negotiations between the <br />City and County for the acquisition by the City of water lines constructed <br />within the corporate limits of Kannapolis. No action was taken in this <br />matter. <br /> Commissioner Upright presented an unsigned letter complaining of a <br />situation at one of the County schools regarding the use of taxi service <br />to transport children home from school. Chairman Lentz advised Commissioner <br />Upright to contact Mr. Joseph N. Fries, County Schools Superintendent, <br />regarding this complaint. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board moved to go into Executive Session to <br />consult with counsel. <br /> <br /> <br />
