208 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina, <br />on Monday, April 15, 1985, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend J. T. Drye of Oakdale Park <br />Nazarene Church. <br /> The minutes of April 1, 1985, were corrected to read as follows. <br /> <br />This new ambulance will replace the unit which burned earlier in <br />the fiscal year. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of April 1, 1985, were approved as <br />corrected and the minutes of April 4, 1985, were approved as written. <br /> Mr. Ray Flowers, property owner, and Messrs. Marsh Broadway and Tom <br />Kale, developers, requested that Cabarrus County install a water line out <br />Stallings Road for the development of approximately 165 acres of land. <br />Mr. Flowers stated the property is located approximately 2 1/10 mile from <br />the County water service planned at Roberta Road and Highway 49. He <br />also noted that sewer is presently available at the site. <br /> Mr. Lewis Shepherd reported that residents of Rocky River Acres were <br />experiencing water problems and requested County water to serve that <br />community. <br /> The Board received the requests for water service in the Stallings <br />Road area and Rocky River Acres as information only. No action was taken <br />in this matter. <br /> Mr. Hugh Price, District Conservationist, and Mr. Doug Rand, News <br />Director with WEGO Radio, presented a request that April 19 be proclaimed <br />Arbor Day in the schools of Cabarrus County. Mr. Rand reported that <br />9,000 pine seedlings were to be distributed to students in grades K-6 on <br />April 19 by WEGO Radio, Cabarrus County Savings and Loan, and the Soil <br />Conservation Service. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board by resolution proclaimed April 19, <br />1985, as Arbor Day in the schools of Cabarrus County and authorized the <br />Chairman to sign the following Proclamation. <br /> <br />PRO C LAMA T ION <br /> <br /> WHEREAS, trees provide a renewable natural resource vital to <br />the well-being of man. <br /> <br /> WHEREAS, the many products produced from wood and wood fibers <br />cause us to depend on them. <br /> <br /> WHEREAS, trees are a vital link in the erosion control of our <br />limited topsoil. <br /> <br /> WHEREAS, trees are a large part of the plant community that <br />produce the oxygen we breath. <br /> <br /> NOW THEREFORE, I, in full appreciation of trees to the public <br />welfare, and desiring to have those who protect it, do hereby proclaim <br />April 19, 1985 <br /> <br />ARBOR DAY <br /> <br />in the schools of Cabarrus County <br /> <br />/s/ James W.
