211 <br /> <br />Provisions of the Agreement <br /> <br />In recognition of our desires to best serve the needs of the sick <br />and injured, we endorse the attached "Guidelines for Emergency Medical <br />Service Mutual Aid" and authorize response across political boundaries <br />or other zones of responsibility when requested by another EMS provider, <br />or spokesman for such, under the following circumstances and conditions: <br /> <br />When a provider who is primarily responsible for EMS coverage <br />in a particular service area deems the situation requires more <br />than it has resources to handle and that serious aggravation of <br />an existing injury or possible loss of life may result without <br />such assistance or where there is any doubt about the geopolitical <br />location of an emergency call. <br /> <br />We agree to assist and cooperate with all other emergency transportation <br />and rescue providers in the event of a disaster according to the <br />provision of the regional disaster plans. <br /> <br />The direction of services shall be handled by the primary provider <br />who normally services the area. This responsibility shall be <br />coordinated with the disaster personnel responsible for carrying <br />out local and regional disaster plans upon their arrival. <br /> <br />Calls of a routine or non-emergency nature should be directed to an <br />ambulance service to the county where the call originates. <br /> <br />Providers whose operations are North Carolina based shall respond to <br />call for assistance with trained personnel, ambulances, or rescue <br />vehicles (no personal vehicles). Out-of-state providers should <br />respond in a similar or like manner. <br /> <br />e <br /> <br />Reimbursement or charges to which the provider would otherwise be <br />entitled shall not be affected by this agreement. <br /> <br />Existing mutual aid agreements among EMS providers within specific <br />counties will not be affected by this agreement. <br /> <br />AGREED UPON THIS 15th DAY OF APRIL, 1985 by the Board of Commissioners <br />of Cabarrus County. <br /> <br />/s/ James W. Lentz <br /> <br />SIGNATURE <br /> <br />GUIDELINES FOR EMERGENCY MEDICAL SERVICE MUTUAL AID <br /> <br />PURPOSE <br /> The purpose of these Guidelines is to outline basic procedures <br /> which will be followed in requesting or responding to calls for <br /> mutual aid. <br /> <br />DEFINITION OF TERMS <br /> <br />MUTUAL AID: <br /> <br />the term "mutual aid" refers to a request for assistance <br />from one ambulance service to another, either within one <br />county or across county lines. The need for mutual aid <br />may result from lengthy response times, vehicle <br />breakdown, vehicle shortage, disaster or other <br />circumstances. An emergency call from an individual <br />located in a county outside that in which the responding <br />ambulance service is based may also result in a mutual <br />aid situation if there is doubt about the geopolitical <br />location of the call; or if previously agreed to by <br />both parties. <br /> <br />CMED: <br /> <br />Central Medical Emergency Dispatch <br /> <br />PROVIDER: <br /> <br />any organization, company, institution or governmental <br />department which is directly involved, either on a paid <br />or voluntary basis, in emergency transportation and/or <br />rescue of the sick and injured. <br /> <br /> <br />
