Lentz, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board by resolution approved the addition of <br />Commercial Park Drive to the state secondary road system. <br /> Mr. B. H. Mabrey, Sr., Emergency Services Director, presented the <br />following recommendations for the update of or addition to the operation <br />of the ambulance service. <br /> <br />I would recommend an increase in the base rate charge for an ambulance <br />call of $20.00. This would be the first increase since 1980. This <br />would make the cost of a one-way trip $60.00 and would put our charges <br />in line with surrounding counties. <br /> <br />I recommend to the county commission the approval of the "Agreement <br />for Mutual Aid Regarding Emergency Medical Services in the State of <br />North Carolina". <br /> <br />Be <br /> <br />Use Article 9B of Chapter 44, Liens, entitled "Attachment or Garnish- <br />ment and Lien for Ambulance Service in Certain Counties" to collect <br />certain outstanding ambulance bills. Average collection rates for <br />county owned ambulance serices is about 64%. Cabarrus County's <br />collection rate averages about 69%. This percentage could be <br />improved by garnishment or lien if appropriate. <br /> <br />Use Section 14-111.2 or 14-286.1 to curtail unnecessary trips to <br />transport drunks. The use of 14-111.2 would require legislation <br />at the state level to include Cabarrus County. <br /> <br />e <br /> <br />Establish a full-time convalescent response unit to handle only non- <br />emergency transfers for the hospital, nursing homes and individuals <br />when full emergency capability is not required. These positions are <br />requested in the 1985'86 budget. (No action required at this time.) <br /> <br /> In outlining his recommendations for the ambulance service, Mr. Mabrey <br />reviewed cases of abuse by persons who use the ambulance service as a taxi <br />service and who do not intend to pay. He cited incidents of persons <br />abusing the ambulance service and accumulating unpaid bills totaling <br />$1,500.00 to $2,000.00. Mr. Mabrey requested the Board's permission to <br />use the procedures contained in the North Carolina General Statutes in <br />order to curtail the unnecessary trips and to collect payment of those <br />accounts which are worth the time and effort for the County to pursue. <br />In conclusion, he stated that it was not his intent to use the procedures <br />to collect where a person's total inability to pay is involved. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Upright <br />and'unanimously carried, the Board approved the increase of the base rate <br />charge in the amount of $10.00 with the base rate for a one-way trip in <br />the amount of $50.00. This new ambulance rate will be effective upon <br />approval of the insurance underwriters for ambulance service. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the following Mutual Aid <br />Agreement as recommended by Mr. B.H. Mabrey, Sr., Emergency Services Director. <br /> <br /> AN AGREEMENT FOR MUTUAL AID <br /> REGARDING EMERGENCY MEDICAL SERVICES <br /> IN THE STATE OF NORTH CAROLINA <br /> <br />The following shall constitute an agreement in principle among the 100 <br />counties and the Cherokee Indian Reservation within the State of North <br />Carolina regarding Emergency Medical Services. <br /> <br /> <br />
