Owens, Assistant Planning Director, proposed that <br />the Board of Commissioners and the Planning Board hold a joint public <br />hearing on zoning matters. He stated that although members of both boards <br />would have the right to ask questions during the public hearing the Planning <br />Board would serve as the lead commission and make decisions on the zoning <br />petitions at that time. According to Mr. Owens, the Board of Commissioners <br />would have no voting rights at the public hearing and would act on the <br />matters at the Board's second regular meeting of each month. <br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board, <br />objected to the proposal by Mr. Owens. He stated in his opinion the <br />Planning Board would lose its identity as an advisory board to the Board <br />of Commissioners if the joint public hearing were held. <br /> There was a consensus among Board members that the Board of Commissioners <br />would meet the first Thursday of each month for a public hearing on zoning <br />matters if there were a minimum of four items to be heard. The Board <br />discussed the possibility of delaying less than four items for a month <br />or considering them during a regular meeting of the Board of Commissioners. <br /> No one was present to speak for or against the proposed amendment to <br />the Zoning Ordinance. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright <br />and unanimously carried, the Board approved the petition to amend Section <br />10.3, page 115, Planning Board Action, to read as follows. <br /> <br />The Planning Board will consider petitions to amend or change <br />the district boundaries in the Zoning Atlas or the text of this <br />ordinance every month at a regularly scheduled meeting. <br /> <br /> The~Board commended Ms. Debra Luckadoo-Shockley for her excellent <br />work with Cabarrus County and wished her the best of luck in her new <br />employment'with the Charlotte-Mecklenburg Planning Commission. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 9:15 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
