219 <br /> <br /> Mr. J. Roy Davis, Jr., speaking on behalf of the Rowan Technical <br />College Cabarrus Advisory Council, presented a request for a letter of <br />intent for the funding of a proposed Cabarrus Campus of Rowan Technical <br />College. He reported that half of the cost of these facilities can be <br />funded with a $2 million State grant through Rowan Technical College with <br />the remaining $2 million to be raised locally. Mr. Davis reported that <br />the State funding for the.Cabarrus campus is listed by priority in the top <br />ten and that this ranking virtually guarantees that the $2 million will <br />be available if matched by Cabarrus County. In conclusion, he asked that <br />the Board provide a letter of intent to the State by June 5, 1985, that <br />the County will in some matter match the $2 million if funding is <br />available on the State level. <br /> During consideration of the cost for the construction and operation of <br />a community college campus in Cabarrus County, the Board discussed the <br />possibility of having a bond referendum to give the citizens of the county <br />an opportunity to vote on a technical college for Cabarrus County. Methods <br />of funding a technical college campus in the county will be discussed <br />further at a later date. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved that the Cabarrus Commissioners <br />prepare a letter of intent, to be mailed to the President of the Community <br />Technical College System, to develop a plan to match the State money to <br />build a technical educational training center in Cabarrus County as a part <br />of the regional technical college. <br /> Bids received by the Centralina Council of Governments on April 4, <br />1985, for food service for the Nutrition Program for the Elderly were <br />as follows. <br /> <br />BIDS RECEIVED FOR CATERED MEALS <br /> <br />Caterers Cabarrus Gaston Iredell Rowan Stanly Union <br /> <br />ARA Services <br /> <br />Individual Bids 2.63 - <br />2-County Bid 1.8906 1.8906 <br /> <br />First Assembly <br />Living Center <br />Individual Bid <br /> <br />1.67 <br /> <br />Servomation CorR. <br /> <br />Individual Bids 1.859 1.923 2.195 1.923 2.249 1.845 <br />5-County Bid 1.786 1.786 1.786 1.786 1.786 <br /> <br /> Ms. Kathy Pilkington, Supervisor of Aging Services with the Department <br />of Social Services, recommended the award of the food service contract <br />for Cabarrus County to the low bidder, First Assembly Living Center. <br /> Commissioner Barnhardt expressed concern that the. award of the <br />bid to First Assembly Living Center would place a non-profit corporation <br />in competition with private business. After discussion, the Board delayed <br />the award of the Nutrition Program Food Service contract until the next <br />meeting for further information regarding the tax situation of First Assembly <br />Living Center. Also, the Board requested that Mr. Jack Morgan, Center <br />Administrator, be present for the next Board meeting. <br /> Chairman Lentz stated that this was the day and hour for a public <br />hearing to consider the changing of two unnamed roads to Fulton Court <br />and Greg Drive and asked if anyone were present who wished to speak for <br />or against these road names. No one was present to speak regarding these <br />proposed road names. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the following road name <br />changes. <br /> <br />Unnamed Road to Fulton Court <br />Unnamed Road to Greg Drive <br /> <br /> <br />
