<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />May 20, 1985, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Kenneth F. Payne
<br /> William G. Hamby, Jr.
<br /> Archie Y. Barnhardt
<br /> Marcelle M. Upright
<br /> The invocation was given by Reverend Robert Jordan of the First Church
<br />of God in Concord, North Carolina.
<br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt
<br />and unanimously carried, the minutes of May 2, 6, and 13, 1985, were approved
<br />as written.
<br /> Mr. James F. Cook, Jr., Social Services Director, reviewed the bids
<br />for the food service for the Nutrition Program for the Elderly as submitted
<br />to the Board of Commissioners on May 6, 1985. He reported that the First
<br />Assembly Living Center, the low bidder, was organized as a private non-
<br />profit corporation and had applied for tax exempt status. Mr. Cook
<br />further stated there were no legal problems in awarding the bid to a non-
<br />profit organization.
<br /> Mr. Jack Morgan, First Assembly Living Center Administrator, presented
<br />the following reasons for the award of the food service bid to First Assembly
<br />Living Center.

<br />Savings to the Nutrition Food Program.
<br />Preparation of meals on same day they are served resulting
<br />in a more nutritious meal.
<br />Creation of more jobs for citizens of Cabarrus County.

<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board awarded the bid for food service for the
<br />Nutrition Program for the Elderly to the low bidder, First Assembly Living
<br />Center, at a cost of $1.67 per meal plus tax.
<br /> Bids received on May 10, 1985, for a microfilm reader/printer for
<br />the Department of Social Services were as follows.

<br /> Mr. James F. Cook, Jr., Social Services Director, recommended that
<br />the bid be awarded to the low bidder, XEC, for the Canon 580 with Visco
<br />Controller. He stated the lack of a manual paper feed, which was the
<br />one exception to the specifications, was insignificant. Mr. Cook further
<br />stated that the Canon machine was considered to present the best overall
<br />combination of versatility, convenience of operation, and ease of maintenance.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board awarded the bid for a microfilm reader/
<br />printer to the low bidder, XEC, in the amount of $14,185.25 with an annual
<br />maintenance cost of $845.00 after the first year.
<br /> The Board reviewed the letter from Mr. Carson D. Culbreth, Director
<br />of the Energy Division of the North Carolina Department of Commerce, regarding
<br />the Weatherization Assistance Program administered by that Department in
<br />
