239 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />recessed session at the County Courthouse in Concord, North Carolina, <br />at 6:00 P.M. on Thursday, May 30, 1985, to continue review of the <br />proposed 1985-86 Cabarrus County budget. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Chairman Lentz announced that International Hardware Company had <br />expressed an interest in relocating to Cabarrus County from New Jersey <br />and in the County submitting an application to the State for funding of <br />this project. <br /> The Board reviewed a letter from Ms. Alene Williams, retired employee <br />of the Agricultural Extension Service, regarding the payment of vacation <br />leave by the County upon termination of employment from the Agricultural <br />Extension Service. Mr. Charles D. McGinnis, County Manager, explained <br />that the Agricultural Extension employees are exempted from the <br />termination pay in accordance with the Cabarrus County Personnel Ordinance <br />as adopted in 1977 and a Memorandum of Understanding between the County <br />and the State of North Carolina. He noted ~that Ms. Williams had asked the <br />Board to commit to including the Agricultural Extension Service employees <br />under the provision of the Personnel Ordinance to permit termination pay <br />and to make this action retroactive to the time of her retirement. No action <br />was taken by the Board regarding this request. <br /> Mr. Robert Wall, Director of the Cabarrus Memorial Hospital (CMH) reviewed <br />the history of the hospital's operation and recent changes in the health <br />care program. He stated the Cabarrus Memorial Hospital (CMH) Development <br />Association had been formed in 1983 as a parallel corporation to the hospital, <br />and the Association had in turn organized the CMH Home Care Services which <br />is operated under a contractual agreement with Service Masters Industries. <br />Mr. Wall further stated that this agency provides both continuous and <br />intermittent home care services to patients in Cabarrus County and <br />surrounding counties. <br /> Mr. John Bowles, Cabarrus Memorial Hospital administrator responsible <br />for coordinating home health activities, stated in his opinion the rapid <br />growth in the need for home care services would provide adequate business <br />for the Health Department and the hospital. He pointed out that CMH Home <br />Care Services serves patients in Rowan County and Stanly County as well <br />as in Cabarrus County. <br /> Dr. Hector Henry, spokesman for the Cabarrus Physicians Association, <br />stated that no physicians are involved with the CMH Development Association. <br />He further stated, however, that the doctors in the county would choose the <br />hospital's Home Care Services if a choice had to be made between the services <br />provided by the Health Department and the hospital. <br /> Mr. Alfred M. Brown, Chairman of the Cabarrus County Board of Health, <br />stated the purpose of the report on May 28, 1985, by Mr. William F. <br />Pilkington, Health Director, regarding the CMH Home Care Services was to <br />inform the Board of Commissioners of the possible loss of $100,000.00 <br />in revenue from profits of the Health Department's Home Health Agency during <br />the 1985-86 fiscal year. <br /> Ms. Valerie Whitlock, Nursing Director of the Cabarrus County Health <br />Department Home Health Agency, stated that agency had enjoyed a good <br />relationship with the hospital. She stated support of the continuation <br />of home health services by the Health Department. <br /> The Board received the report on home health services as information <br />only and no action was taken in this matter. <br /> The Board reviewed the proposed budgets from Public Health through the <br />Cabarrus-Rowan Park Commission and took no action on these budgets. Also, <br />the Board reviewed the proposed Revenue Schedules for 1985-86. <br /> Mr. Charles D. McGinnis, County Manager, reported that a lawsuit had <br />been filed by Martin Marietta Corporation in United States District Court, <br />Middle District of North Carolina, against the Cabarrus County Board of <br />Commissioners, Planning Board, and staff members. He stated the lawsuit <br />alleged that the County had delayed the company's development of a quarry <br />near Flowes Store Road to such an extent that it cost the company a great <br />deal of money. <br /> <br /> <br />
