Hartsell, Jr. <br /> COUNTY ATTORNEY <br /> <br /> Mr. Walter Bray, Weatherization Coordinator with the Energy Division <br />of the North Carolina Department of Commerce, reviewed the guidelines <br />of the Weatherization Assistance Program which is designed to improve <br />the thermal efficiency of homes occupied by low-income, elderly and <br />handicapped citizens. <br /> Mr. Charles D. McGinnis, County Manager, recommended that the <br />proposed Weatherization Assistance Program in Cabarrus County be administered <br />by the Department of Social Services. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board moved to enter into an agreement with <br />the Energy Division of the North Carolina Department of Commerce for a <br />Weatherization Assistance Program for Cabarrus County and that the <br />Department of Social Services be designated as the agency to handle this <br />program for the county. <br /> The Board continued review of the letter from Ms. Alene W. Williams, <br />retired County Extension Secretary, regarding the payment of unused <br />vacation leave to Agricultural Extension Service employees upon separation <br />of service. Mr. Charles D. McGinnis, County Manager, explained that the <br />Extension personnel are excluded from termination pay by the County in <br />accordance with the Cabarrus County Personnel Ordinance as adopted in <br />1977. He further stated that the Extension personnel earn vacation <br />leave under the State schedule at a higher and faster rate than County <br />employees. The Board took no action in Ms. Williams' request to change <br />County policy to provide termination pay for Extension personnel. <br /> Mr. Philip H. Smith, Sr., President of the Concord/Cabarrus County <br />Chamber of Commerce, reminded the Board of the Airport Committee meeting <br />scheduled for 6:45 P.M. that evening at the Holiday Inn in Concord. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 11:28 A.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
