247 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at 6:45 P.M. on Monday, June 3, 1985, at the Holiday Inn in Concord, <br />North Carolina, with the Airport Committee of the Concord/Cabarrus County <br />Chamber of Commerce and the Kannapolis Chamber of Commerce. The purpose <br />of the meeting was to discuss the need for a general aviation airport in <br />Cabarrus County. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Absent - Commissioner Kenneth F. Payne <br /> Mr. Troy Day, Chairman of the Kannapolis Economic Development Committee, <br />welcomed those present to the meeting. <br />Mr. Don Graham, Chairman of the Concord/Cabarrus County Chamber of <br />Commerce, outlined the need for a general aviation airport in Cabarrus County. <br /> Mr. Rick Rogers, President of the Kannapolis Chamber of Commerce, stated <br />that an airport was needed to attract new industries and businesses to <br />the county and promote economic development. <br /> Mr. Bill Fisher, Co-Chairman of the Airport Committee, presented a <br />status report of the Airport Committee. He stated that a pre-application <br />form for airport funding had been prepared and that a governmental body <br />in the county was needed as the designated sponsoring agent for an airport. <br /> Mr. John Caldwell, Aeronautics Engineer with the North Carolina <br />Department of Transportation, presented an aviation film. He outlined the <br />following procedure for establishing an airport: need, funding, airport <br />committee, consultant selection, and an update/new study. Mr. Caldwell <br />further reviewed possible Federal and State funding for an airport and <br />estimated the County's cost at five percent (5%) of the airport study and <br />two percent (2%) of construction cost. <br /> Mr. Howard Robinson, Supervisor of the Safety and Program Development <br />Section of the Federal Aviation Administration (FAA) Atlanta Office, stated <br />in his opinion there was justification for an airport in Cabarrus County. <br />He reviewed Federal funding procedures for an airport and explained that <br />the Federal monies are funded through user taxes on gas and airline tickets. <br /> Mr. Rufus Honeycutt,~member of the North Carolina Aeronautics Council, <br />reviewed the work of that Council. He complimented the Stanly County <br />Airport and suggested that Cabarrus County contact Stanly County officials <br />regarding the operation of an airport. <br /> Mr. Don Graham advised the Board that a formal request would be <br /> presented to the Board of Commissioners at the next regular meeting <br /> for the County to serve as the sponsoring agency for a general aviation <br /> airport in Cabarrus County. <br /> There being no further busines to come before the Board, the meeting <br /> adjourned at 8:35 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
