252 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, June 17, 1985, at 7:00 P.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Archie Y. Barnhardt Marcelle M. Upright The invocation was given by Mr. William E. McCrary. UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and unanimously carried, the minutes of May 28, May 30, June 3 (two meetings), June 4, and June 10, 1985, were approved as written. Mr. Don Graham, Chairman of the Board of Directors of the Concord/ Cabarrus County Chamber of Commerce, presented the following proposal on behalf of the Airport Committee of the Concord/Cabarrus County and Kannapolis Chambers of Commerce. The Concord/Cabarrus County and the Kannapolis Chambers of Commerce respectfully request: Be That the Cabarrus County Board of Commissioners endorse and support a general aviation airport to be established in Cabarrus County. (A general aviation airport being defined as one to accommodate all civil aircraft and aviation activity, except that of certified air carriers.) That the Cabarrus County Board of Commissioners become the sponsoring agency for the proposed general aviation airport and that its sponsorship of same be noted, prior to July 19, 1985, on the Pre-Application FY86 TIP: State-Local and Federal Aid Proposal as previously submitted on April 29, 1985, to the North Carolina Department of Transportation, Aviation Division. That the Cabarrus County Board of Commissioners authorize the county manager to contact three or more firms to enter into competitive negotiations to select a consultant to prepare a site selection plan, an environmental impact study and an airport master plan. That the Cabarrus County Board of Commissioners authorize the ways and means to construct and complete said general aviation airport within a reasonable period of time. Ms. Wanda Williams, resident of the Poplar Tent area, questioned funding for the proposed airport and stated opposition to an airport in Cabarrus County. Mr. Bill Bonny stated in his opinion an airport should be centrally located in the county. Mr. Rick Montgomery, resident of the Poplar Tent area, objected to the consideration by the Board of an airport. He stated the people of the ~ounty demonstrated at the time of the last airport study that they did not want an airport in Cabarrus County. Mr. Montgomery further objected to the location of an airport in the Poplar Tent area. UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt and unanimously carried, the Board by resolution approved the following items of the proposal presented to the Board by the Concord/Cabarrus County and Kannapolis Chambers of Commerce regarding Cabarrus County serving as sponsoring agency for the purpose of developing studies on the feasibility and site selection of an airport. That the Cabarrus County Board of Commissioners become the sponsoring agency for the proposed general aviation airport and that its sponsorship of same be noted, prior to July 19, 1985, on the Pre-Application FY86 TIP: State-Local and Federal Aid Proposal as previously submitted on April 29, 1985, to the North Carolina Department of Transportation, Aviation Division.
