252 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />June 17, 1985, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Mr. William E. McCrary. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the minutes of May 28, May 30, June 3 (two meetings), <br />June 4, and June 10, 1985, were approved as written. <br /> Mr. Don Graham, Chairman of the Board of Directors of the Concord/ <br />Cabarrus County Chamber of Commerce, presented the following proposal on <br />behalf of the Airport Committee of the Concord/Cabarrus County and <br />Kannapolis Chambers of Commerce. <br /> <br /> The Concord/Cabarrus County and the Kannapolis Chambers of <br />Commerce respectfully request: <br /> <br />Be <br /> <br />That the Cabarrus County Board of Commissioners endorse and <br />support a general aviation airport to be established in Cabarrus <br />County. (A general aviation airport being defined as one to <br />accommodate all civil aircraft and aviation activity, except <br />that of certified air carriers.) <br />That the Cabarrus County Board of Commissioners become the <br />sponsoring agency for the proposed general aviation airport and <br />that its sponsorship of same be noted, prior to July 19, 1985, <br />on the Pre-Application FY86 TIP: State-Local and Federal Aid <br />Proposal as previously submitted on April 29, 1985, to the <br />North Carolina Department of Transportation, Aviation Division. <br />That the Cabarrus County Board of Commissioners authorize the <br />county manager to contact three or more firms to enter into <br />competitive negotiations to select a consultant to prepare a <br />site selection plan, an environmental impact study and an <br />airport master plan. <br />That the Cabarrus County Board of Commissioners authorize the <br />ways and means to construct and complete said general aviation <br />airport within a reasonable period of time. <br /> <br /> Ms. Wanda Williams, resident of the Poplar Tent area, questioned <br />funding for the proposed airport and stated opposition to an airport in <br />Cabarrus County. <br /> Mr. Bill Bonny stated in his opinion an airport should be centrally <br />located in the county. <br /> Mr. Rick Montgomery, resident of the Poplar Tent area, objected to <br />the consideration by the Board of an airport. He stated the people of the <br />~ounty demonstrated at the time of the last airport study that they did <br />not want an airport in Cabarrus County. Mr. Montgomery further objected <br />to the location of an airport in the Poplar Tent area. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board by resolution approved the following <br />items of the proposal presented to the Board by the Concord/Cabarrus County <br />and Kannapolis Chambers of Commerce regarding Cabarrus County serving as <br />sponsoring agency for the purpose of developing studies on the feasibility <br />and site selection of an airport. <br /> <br />That the Cabarrus County Board of Commissioners become the <br />sponsoring agency for the proposed general aviation airport <br />and that its sponsorship of same be noted, prior to July 19, <br />1985, on the Pre-Application FY86 TIP: State-Local and <br />Federal Aid Proposal as previously submitted on April 29, <br />1985, to the North Carolina Department of Transportation, <br />Aviation Division. <br /> <br />That the Cabarrus County Board of Commissioners authorize <br />the county manager to contact three or more firms to enter <br />into competitive negotiations to select a consultant to <br />prepare a site selection plan, an environmental impact study <br />and an airport master plan. <br /> <br /> <br />
