<br />Section VIII.
<br />
<br /> There is hereby levied a tax at the rate of-52 cents per one hundred
<br />dollars valuation of property listed for taxes as of January 1, 1985, for
<br />the purpose of raising the revenue listed as "CURRENT YEAR PROPERTY TAXES"
<br />in the General Fund.
<br />
<br /> This rate of tax is based on an estimated total valuation of
<br />property for the purposes of taxation of $2,830,000,000 and an estimated
<br />collection rate of 95 percent. The estimated rate of collections is based
<br />on the fiscal year ending 1984.
<br />
<br />Section IX.

<br />Section X.
<br />
<br /> The County Manager and Finance Director are hereby authorized to transfer
<br />appropriations within a fund as contained herein under the following conditions:
<br />
<br />He may transfer amounts between objects of expenditures within a
<br />department without limitation and without a report being requested.
<br />
<br />He may transfer amounts up to $4,000 between departments of the same
<br />fund with an official report of such transfers at the next regular
<br />meeting of the Board of Commissioners.
<br />

<br />He may not transfer any amounts between funds nor from any contingency
<br />appropriation within any fund without action of the Board of Commissioners.
<br />
<br />Expenses for operations of the Sanitary Landfill in excess of those
<br />generated by the tipping fees shall be derived solely from the proceeds
<br />of the county portion of the sales tax.
