264 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina, on <br />Monday, July 8, 1985, at 9:30 A.M. This meeting had been rescheduled <br />from Monday, July 1, 1985. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend S. Jay Click of Covenant <br />Presbyterian Church. <br /> UPON MOTION of Commissioner Barnhardt, seconded by C6mmissioner Hamby <br />and unanimously carried, the minutes of June 12 and June 17, 1985, were <br />approved as written. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board granted permission to the Charlotte Motor <br />Speedway for a fireworks display on Saturday, July 13, 1985, in conjunction <br />with theHot Rod Magazine's Hot Rod Super Cruise to be held at the Speedway <br />on that weekend. Mr. Lloyd Holland of American Fireworks Company will <br />be the pyrotechnic expert in charge of the display. <br /> Mr. Thomas B. Robinson, Planning Director, presented a request for the <br />Land Records Department to submit a grant application to secure funding <br />assistance from the North Carolina Department of Administration for the <br />Land Records Management Program. He stated the application to provide <br />funding for orthophotography would total $150,000.00 with $75,000.00 to <br />be provided by the State and $75,000.00 to be matched by Cabarrus County. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board authorized Chairman Lentz to sign the <br />following resolution. <br /> <br />A RESOLUTION REQUESTING THAT THE NORTH <br />CAROLINA DEPARTMENT OF ADMINISTRATION <br />QUALIFY THE CABARRUS COUNTY LAND RECORDS <br />MANAGEMENT PLAN FOR ANALOGOUS FUNDINGS <br />UNDER THE NORTH CAROLINA LAND RECORDS <br />MANAGEMENT PROGRAM AS ESTABLISHED BY <br />CHAPTER 1099, SESSIONS LAWS, 1977 <br /> <br /> WHEREAS, Cabarrus County recognizes a need to create a more <br />efficient standardized land record system with long range plans for <br />modernization of its land records; and <br /> <br /> WHEREAS, the Board of County Commissioners has examined and duly <br />considered this resolution and considers it to be in the public interest <br />and to its benefit to file the request for funds under the North Carolina <br />Land Records Management Program; <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS <br />OF CABARRUS COUNTY, NORTH CAROLINA, that the County requests that it be <br />accepted for funding for land records projects, and hereby expresses <br />assurances to comply with the Rules and Regulations Governing State <br />Grants for Improvement of Land Records. <br /> <br /> This resolution adopted after motion, second and roll call on this <br />date. <br /> <br />Dated: July ~ 19p5 <br /> <br />ATTEST: <br />Frankie F. Lentz <br /> <br />James W. Lentz - Chairman <br /> <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that he had <br />received a formal offer of $500.00 from Mr. and Mrs. Robert E. Underwood <br />for the~sale of the small tract of land located adjacent to their office <br />building on McCachern Boulevard. He recommended that the legal advertisement <br />be published stating the offer and legal description of the property and <br />asking for upset bids. He further recommended that the property be sold <br />if no upset bids are received and that the expense for the legal advertise- <br />ment be included in 'the sale price for the property. <br /> <br /> <br />
