276 <br /> <br /> The Board of Commssioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, August 1, 1985, in the Superior Courtroom of the Cabarrus <br />County Courthouse in Concord, North Carolina, for a public hearing regarding <br />proposed Zoning Atlas and Text Amendments. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcetle M. Upright <br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by the Planning <br />Board. Mr. James F. Owens, Assistant Planning Director, reviewed the <br />location of the areas proposed for rezoning. Public input was received <br />by the Board prior to action regarding each of the proposed amendments. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(1) Petition 85-30. Withdrawn <br /> <br />(2) <br /> <br />Petition 85-35. Cannon Realty & Development Company, township 11, <br />Wilshire and Webb Road, Map/PIN 5529-77-7314.. Wishes to rezone from <br />A-I to I-1. Planning Board voted 3-0 to approve, felt this development <br />would coincide with existing development. <br /> <br /> Ms. Lynn Scott of Cannon Realty & Development Company spoke in support <br />of the rezoning request to permit the development of a light industrial park <br />on the property. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that American <br />Colors, Inc., had made contact with the Industrial Facilities and Pollution <br />Control Financing Authority concerning possible location in the industrial <br />park and the issuance of industrial revenue bonds. <br /> No one spoke in opposition to the rezoning request. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Petition 85-35 by Cannon Realty <br />& Development Company to rezone property on Wilshire and Webb Road, Map/PIN <br />5529-77-7314 from A-I to I-1. <br /> <br />(3) <br /> <br />Petition 85-36. George H. Maxwell, township 2, Crisco Road, Map/PIN <br />5601-03-3518. Wishes to rezone from R-40 to ARR. Planning Board <br />voted 3-0 to approve, felt there would be no hardship on surrounding <br />property owners and would not constitute spot zoning. <br /> <br /> There was no one present to speak for or against the rezoning request. <br /> The motion by Commissioner Payne to deny Petition 85-36 failed for <br />lack of second. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Upright <br />with Commissioners Barnhardt, Upright, and Hamby, and Chairman Lentz voting <br />for and Commissioner Payne voting against, the Board approved Petition 85-36 <br />by George H. Maxwell to rezone property on Crisco Road, Map/PIN 5601-03-3518, <br />from R-40 to ARR. <br /> <br />(4) <br /> <br />Petition 85-37. Bradford & Cynthia Ballard, township 4, South Ridge <br />Avenue and Plymouth Street, Map/PIN 5613(15)-64-1512. Wishes to rezone <br />from R-7.2 to C-1. Planning Board voted 3-0 to deny, felt it was an <br />encroachment on the neighborhood. <br /> <br />(5) <br /> <br />Petition 85-38. Ms. Madry Grant, township 4, South Ridge Avenue, <br />Map/PIN 5613(15)-64-1809, 64-0995; 5613(11)-65-0070. Wishes to <br />rezone from R-7.2 to C-1. Planning Board voted 3-0 to deny, felt it <br />was an encroachment on the neighborhood. <br /> <br /> Mr. William F. Rogers, Jr., attorney, requested that Petition 85-37 <br />and Petition 85-38 be tabled until the next zoning meeting. <br />UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board tabled Petition 85-37 and Petition 85-38. <br /> <br /> <br />
