<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />August 19, 1985, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: ~Kenneth F. Payne
<br /> William G. Hamby, Jr.
<br /> Archie Y. Barnhardt
<br /> Marcelle M. Upright
<br /> The invocation was given by Reverend Robert Leonard of Southside
<br />Baptist Church in Concord, North Carolina.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, the minutes of August 1, 5, and 12, 1985, were
<br />approved as written.
<br /> The Board accepted the resignation of Mr. Walter M. Safrit, II, from
<br />the Centralina Certified Development Corporation.
<br /> Commissioner Upright nominated Ms. Lynne Scott, Vice President of
<br />Public Relations and Advertising of the Cannon Realty and Development
<br />Corporation, for appointment to the Centralina Certified Development
<br />Corporation.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, nominations were closed for appointment to the
<br />Centralina Certified Development Corporation.
<br /> The Board appointed Ms. Lynne Scott to the Centralina Certified
<br />Development Corporation to complete an unexpired term ending June 30,
<br />1986.
<br /> Mr. Charles D. McGinn±s, County Manager, reported that the offer
<br />of $500.00 and the legal description of the small tract of County land
<br />located on McCachern Boulevard had been legally advertised on July 29,
<br />1985, and that no upset bids had been received for this property.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board authorized Mr. Fletcher L. Hartsell, Jr.,
<br />County Attorney, to conclude the transaction between Mr. and Mrs. Robert E.
<br />Underwood and Cabarrus County concerning the property on McCachern Boulevard
<br />and described as follows.

<br /> Lying and Being in Ward Number Three (3) of the City of
<br />Concord, North Carolina, on the East side of McCachern Boulevard,
<br />adjoining the property now'belonging to the Concord Telephone
<br />Company and Robert E. Underwood, Sr. and being more particularly
<br />described as follows:
<br />
<br /> BEGINNING at an iron located on the eastern side of McCachern
<br />Boulevard and a corner with the Concord Telephone Company and thence
<br />continuing N. 49-30 E. 18.09 feet to an iron, a corner of Underwood
<br />and in the line of the Concord Telephone Company; and thence con-
<br />tinuing two (2) lines along the boundary with Underwood first,
<br />S. 43-15 E. 49.50 feet and second S. 48-48-50 W. 19.41 feet to an
<br />iron, a corner with Underwood and on the edge of McCachern Boulevard;
<br />and thence along the edge of McCachern Boulevard N. 41-43-05 W.
<br />49.69 feet to the point and place of BEGINNING, and according to a
<br />survey by Billy B. Long, Registered Land Surveyor dated May 8, 1980.

<br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne
<br />and unanimously carried, the Board by resolution approved the addition of
<br />Cedar Ridge Lane to the state road system.
<br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board set a public hearing at 10:00 A.M. on
<br />Tuesday, September 3, 1985, to consider the renaming of Buff-Peach Road
<br />to International Drive.
<br /> UPON MOTION of Chairman Lentz, seconded.by Commissioner Barnhardt and
<br />unanimously carried, the Board changed the date of the regular meeting
<br />of the Board scheduled for 9:30 A.M. on Monday, September 2, 1985, to
<br />9:30 A.M. on Tuesday, September 3, 1985. Monday, September 2, will be
<br />observed as Labor Day.
<br /> The Board received the letter'from Mr. Leonard B. Sossamon, Concord
<br />City Manager, outlining the request by the Concord Board of Aldermen that
<br />the City be included 'under the County's Animal Control Ordinance pertaining
<br />to cats. According to Mr. Sossamon's letter, the Board of Aldermen was
<br />specifically asking ~hat City residents be allowed to take undesired cats to
<br />the County's Animal Shelter.
