<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Tuesday,
<br />September 3, 1985, at 9:30 A.M. This meeting had been rescheduled from
<br />Monday, September 2, due to the observance of Labor Day.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: William G. Hamby, Jr.
<br /> Archie Y. Barnhardt
<br /> Marcelle M. Upright
<br /> Absent - Commissioner Kenneth F. Payne
<br /> The invocation was given by Reverend George Marshall of the Kannapolis
<br />Church of Christ.
<br />UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz and
<br />unanimously carried, the minutes of August 19, 1985, were approved as written.
<br /> Chairman Lentz announced that a pre-construction conference for the
<br />water distribution.project of the Water and Sewer District would be held
<br />at 10:00 A.M. on Friday, September 6, 1985, in the Commissioners' Meeting
<br />Room at the County Courthouse.
<br /> The Board reviewed the application for nomination of Mr. Charlie H.
<br />Sehorn to the Board of Equalization and Review as submitted by Mr. Terry L.
<br />Rowland, Tax Supervisor. There were no other nominations for this appointment.
<br /> UPON MOTIONof Commissioner Hamby, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board appointed Mr. Charlie H, Sehorn to the
<br />Board of Equalization and Review to fill the vacancy created by the resignation
<br />of Mr. Ronald M. Page. This term of appointment will end on December 31, 1986.
<br /> Commissioner Upright reported that Ms. Lynne Scott had been unable to
<br />accept the appointment of August 19, 1985, to the Centralina Certified
<br />Development Corporation.
<br /> UPON MOTION of Commissioner Upright, seconded by Chairman Lentz and
<br />unanimously carried, the Board appointed Mr. Eddie Durham to the Centralina
<br />Certified Development Corporation to fill the vacancy created by the
<br />resignation of Mr. Walter M. Safrit, II. This term of appointment will
<br />end on July 31, 1986.
<br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that the
<br />offer of $25,000.00 and the legal description of the tract of County
<br />property located adjacent to the Vision Cable Office on McCachern Boulevard
<br />had been legally advertised on August 19, 1985, and that no upset bids
<br />had been received.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and
<br />unanimously carried,, the Board authorized the Chairman to execute the
<br />deed to Mr. John Barnhardt for the County property on McCachern Boulevard
<br />in the amount of $25,000.00 and described as follows.

<br /> Lying and being inWard Number Three (3) of the City of
<br />Concord, North Carolina, on the East side of McCachern Boulevard,
<br />adjoining White & Morris, Vision Cable and Cabarrus County, and
<br />being more particularly described as follows:

<br /> BEGINNING at an iron located on the western side of McCachern
<br />Boulevard and a new corner with Cabarrus County and thence
<br />continuing S. 47-28-28 W., 154.46 feet to an iron, a corner of
<br />Cabarrus County and in the line of White & Morris; thence with
<br />White & Morris, S. 40-11 W., 50.00 feet+ to an iron, a corner of
<br />Vision Cable; thence with Vision Cable's line, N. 50-49 W.,
<br />53.86 feet to an iron on the edge of McCachern Boulevard; and
<br />thence along the western edge of McCachern Boulevard N. 39-42 W.,
<br />59.0 feet to the point of BEGINNING, according to a survey by
<br />Billy B. Long, Registered Land Surveyor, dated May 8, 1980.

<br /> Mr. Manuel Kiser addressed the"Board regarding problems which he
<br />stated existed within the Flowes Store Volunteer Fire Department. He
<br />complained that there had not been an election for officers in the
<br />department for a period of two years. Mr. Kiser further stated that the
<br />election scheduled for August 5 and postponed until September 9 had now
<br />been cancelled by the Board of Directors of the fire department. He
<br />alleged that the organization was not following the by-laws of the Flowes
<br />Store Volunteer Fire Department and asked for the Board's advice and help
<br />in resolving the problems in the department.
