<br /> Mr. Michael Byrd, staff member of the Cabarrus County Planning
<br />Department, reported that officials of Omni Hardware of Pennsylvania
<br />had expressed an interest in an Economic Development Grant application
<br />for the relocation of the company to Cabarrus County. He asked the Board's
<br />permission to proceed with the development of this application.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and
<br />unanimously carried, the Board authorized the Planning Department to
<br />apply for an Economic Development Grant.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and
<br />unanimously carried, the Board set a public hearing for 10:30 A.M. on
<br />October 7, 1985, regarding the Economic Development Grant application.
<br /> The Board reviewed the letter from Mr. William L. Mills, III, Attorney
<br />for the First Baptist Church of Concord, requesting the exemption of taxes
<br />on church property located on Branchview Drive. Mr. Fletcher L. Hartsell,
<br />Jr., County Attorney, advised the Board that the request would be heard
<br />by the Board of Equalization and Review at a future date. The Board of
<br />Commissioners took no action regarding this matter.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board adopted the following proclamation
<br />declaring the week of September 29-October 5, 1985, as Emergency Medical
<br />Services Week in Cabarrus County.
<br />
<br /> PROCLAMATION FOR
<br /> CABARRUSCOUNTY EMERGENCY MEDICAL SERVICES WEEK
<br />
<br /> WHEREAS, Emergency Medical Services personnel provide essential
<br />lifesaving medical care to the citizens of Cabarrus County; and,
<br />
<br /> WHEREAS, emergency medical technicians, cardiac technicians,
<br />paramedics, fire fighters, rescue workers, emergency department physicians,
<br />and nurses are involved in providing emergency care around the clock; and,
<br />
<br /> WHEREAS, Cabarrus County has been a part of the Region F Emergency
<br />Medical Services Program through Centralina Council of Governments for
<br />11 years; and,
<br />
<br /> WHEREAS, recognition is due these individuals who serve on behalf
<br />of Cabarrus County;
<br />
<br />THEREFORE, I proclaim the week of September 29-October 5, 1985,
<br />
<br />CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK
<br />
<br />and commend this observance to our citizens.

<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and
<br />unanimously carried, the Board authorized Chairman Lentz to sign the
<br />Resolution Providing for the Issuance of $7,271,000 Water Bond Anticipation
<br />Notes. The Resolution as approved is as follows.

<br /> The Board of Commissioners for the County of Cabarrus, North
<br />Carolina, met in regular session in the Commissioners' Meeting Room
<br />of the County Courthouse in Concord, North Carolina, the regular
<br />place of meeting, at 7:00 P.M., on September 16, 1985.

<br /> Present: Chairman James W. Lentz, presiding, and Commissioners
<br />Kenneth F. Payne, William G. Hamby, Jr., Archie Y. Barnhardt, and
<br />Marcelle M. Upright
