No. <br /> <br />Description <br /> <br /> Revenue <br />01-6-19-31-125 State Grant-Hist. <br /> Cabarrus <br /> <br />Present <br />Approved Revised <br />Bud~ Increase Decrease Budget <br /> <br />-0- $100,000.00 - $100,000.00 <br /> <br /> Expenses <br />01-9-19-80-722 Historic Cabarrus <br /> <br />-0- $100,000.00 - $100,000.00 <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the $100,000.00 appropration from <br />the State for the Cabarrus County Farmers Market as revenue to the County <br />and approved the expenditure to the Cabarrus County Farmers Market of <br />$100,000.00 with the money to be spent as designated by the State of North <br />Carolina. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board set a public hearing for 8:00 P.M. on <br />Monday, October 21, 1985, to consider the following road name changes. <br /> <br />Pruitt Road to <br />Unnamed Road to <br />Unnamed Road to <br /> <br />Red Angus Drive <br />Jake Tucker Road <br />Thunderbolt Road <br /> <br /> At 10:00 A.M., Chairman Lentz stated that this was the day and <br />hour scheduled for a public hearing to consider the naming of three <br />unnamed roads to Cabarrus Farms Road, Libby Lane, and McCoy Street and <br />asked if anyone were present who wished to speak for or against these <br />road names. No one was present regarding the naming of the three roads. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the naming of an unnamed <br />road beginning at Bethel Avenue Extension as Cabarrus Farms Road, the <br />naming of an unnamed road beginning at Drake Road as Libby Lane, and the <br />naming of an unnamed road beginning at Hopewell Church Road as McCoy Street. <br /> Sheriff Robert Canaday reported that Mr. Estus White, Clerk of <br />Superior Court, had changed the procedure in District Court whereby the <br />deputy clerks would no longer accept payment of fines and costs in the <br />courtroom. He stated that this change in procedure would require two <br />bailiffs in District Court with one bailiff to shuttle defendants from <br />the District Court to the Clerk's Office to pay fines. Sheriff Canaday <br />further reported that Chief District Court Judge Robert L. Warren was <br />in agreement with the Clerk's change and had advised him that two bailiffs <br />would be required after October 1, 1985. In conclusion, Sheriff Canaday <br />requested authority to hire one additional person to replace the employee <br />he has assigned to permanent District Court bailiff duties. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Upright <br />and unanimously carried, the Board agreed with great reluctance to permit <br />the Sheriff to hire one additional person to replace the person assigned <br />to permanent bailiff duty in District Court and appropriated $22,000.00 <br />from the Contingency Fund to the Sheriff's Department budget to provide <br />salary, benefits, and uniforms for the additional employee. <br /> At 10:30 A.M., Chairman Lentz stated that this was the day and hour <br />scheduled for a public hearing on the Economic Development grant application <br />and asked if anyone were present who wished to speak regarding the application. <br /> Mr. James F. Owens, Assistant Planning Director, reported that <br />officials of Omni International Hardware of New Jersey had expressed <br />an interest in relocating to Cabarrus County and were seeking economic <br />development grant funds for land acquisition, plant construction, and <br />working capital. He stated that under State guidelines the company was <br />eligible for $250,000.00 to $300,000.00 in grant monies. According to <br />Mr. Owens, the company's operation in the county would consist of <br />assembling and packaging a paint and rust scraper manufactured by the <br />company in New Jersey. <br /> Mr. Jim Epting of the North Carolina Department of Commerce reviewed <br />the rating process used by the State in approving Economic Development <br />Grant applications. <br /> <br /> <br />
