322 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 21, 1985, at 7:00 P.M. <br /> Present -Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Pastor Larry E. Irvin, Sr., of the Church <br />of the Living Word. <br /> Chairman Lentz reported that members of the Board had been invited <br />to participate in the Kannapolis Christmas Parade. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the minutes of October 3, 7, 8, and 10, 1985, were <br />approved as written. <br /> Mr. George W. Finger, Jr., of Arthur Young & Company presented the <br />Cabarrus County Annual Financial Report for the Year ending June 30, 1985. <br />The Board requested that Mr. Finger be present at the Board meeting on <br />November 4, 1985, to answer any questions regarding the audit. The <br />audit contract for the fiscal year 1985-86 will also be considered at <br />that time. <br /> Mr. Benjamin W. Barr, Area Director for the PEBSCO Plan Administrators, <br />reviewed the National Association of Counties (NACo) Deferred Compensation <br />Program which is available to County employees as well as members of the <br />Board and the County Attorney. <br /> Mr. Fletcher L. Hartsell, jr., County Attorney, reported that the <br />application by American Colors for the issuance of industrial revenue <br />bonds by the Cabarrus County Industrial Facilities and Pollution Control <br />Financing Authority had been withdrawn. The public hearing scheduled <br />for 7:30 P.M. regarding this matter was deleted from the agenda. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner <br />Payne and unanimously carried, the Board by resolution approved the <br />addition of Eastminster Drive to the state road system for maintenance. <br /> Chairman Lentz recognized the following students from the Citizen- <br />ship Training Class of Central Cabarrus High School who were present <br />for the meeting: Christy Barnhardt, Candy Everhardt, and Ken Diggs. <br /> The following bids were received on October 10, 1985, for the <br />annual envelope contract for Cabarrus County. <br /> <br />VENDOR BID BOND CERT.
