327 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board tabled consideration of the L.I.F.E. <br />Center request until the first Board meeting in December to give the <br />Board an opportunity to determine the availability of additional State <br />funding for adult day care services. <br /> Sheriff Robert M. Canaday reviewed the need for expansion of the jail <br />and presented his concept for the addition of a wing to the jail. He <br />requested that the County hire an architect to begin the lengthy process <br />of drawing plans for the new jail wing and submitting them to the State <br />for verification of compliance with jail standards. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board appointed Commissioners Barnhardt and Hamby, <br />County Manager Charles D. McGinnis, and Sheriff Robert Canaday to work as <br />a committee to solicit proposals for an architect for the new jail wing, <br />interview a minimum of three architects, and come back to the Board <br />with a recommendation concerning the jail. <br /> Mr. Allen Hough complained that residents of the Flowes Store Fire <br />District had taxation without representation as they were being denied <br />the right to vote for officers of the department. He presented the <br />following petition to the Board of Commissioners. <br /> <br /> We, the undersigned resident freeholders of the Flowes <br />Store Fire Protection District, hereby petition the Board of <br />County Commissioners of Cabarrus County to call a special <br />election to abolish the special tax for fire protection for <br />this area, as permitted in N.C. General Statutes 69-25.10, <br />such election to be called and conducted as provided in <br />N.C. General Statutes 69-25.2. <br /> <br /> The Board of Commissioners received the petition and directed that <br />it be submitted to the Cabarrus County Board of Elections for validation <br />to determine if the petition meets the requirements of General Statutes <br />69-25.10. The Board further directed that the petition be validated and <br />returned to them in time for consideration at the Board meeting on <br />November 18, 1985. <br /> Ms. Bonita Zebrosky, Ms. Andrea Palo, and another resident of the <br />new section of the Freedom Acres Subdivision requested that water service <br />be made available to them. The residents complained that water lines <br />were not planned for their street although the developer had informed <br />them when they purchased their homes that County water would be in <br />within a short time. Ms. Palo further asked that if it were not possible <br />for them to obtain water service at this time that the Board freeze the <br />current water tap-on rate for them until such time water lines were <br />installed down their street. The Board received the water service request <br />as information only and no action was taken regarding this matter. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board granted permission to <br />the Charlotte Motor Speedway for a fireworks display on Friday, <br />October 25, 1985, from 6:30 P.M. to 9:30 P.M. in conjunction with <br />McDevitt & Street's Fish Fry to be held at the Speedway on that <br />date. Mr. Gary Partlow of Southern International Fireworks will be <br />the pyrotechnic expert in charge of the displays. <br /> Mr. Charles D. McGinnis, County Manager, presented the revised <br />Fire Protection Resolution which was a result of committee work by <br />Commissioners Hamby and Barnhardt and representatives of various fire <br />departments in the county. This proposed Resolution will be placed on <br />the agenda for the Board meeting on November 4, 1985. <br /> Mr. Charles D. McGinnis, County Manager, presented the proposed <br />Policies, Rules and Regulations for Use of District Water Distribution <br />System. These regulations will be considered by the Board of Commissioners <br />for the District at the meeting on November 4, 1985. <br /> Mr. Edwin Phillips, Chief of the Allen Volunteer Fire Deparment, <br />advised the Board of a traffic hazard created by water freezing on the <br />road during winter months when the department fills its trucks from <br />the fire hydrant located at the intersection of Highway 601 and Flowes <br />Store Road. He requested that the Board allow the department to tap <br />on to the County water line and run a two-inch line into the back of <br />the fire station to enable them to fill the trucks inside the building. <br />This request will be considered at the meeting of the Water and Sewer <br />District on November 4, 1985. <br /> <br /> <br />
