330 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina, <br />on Monday, Novemb~k 4, 1985, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend Edwin A. Chriscoe of the First <br />Wesleyan Church in Kannapolis, North Carolina. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of October 21 and October 28, 1985, <br />were approved as written. <br /> Chairman Lentz reported that he and Commissioner Hamby had attended <br />the Concord/Cabarrus County Chamber of Commerce 1986 Program of Work <br />Planning Conference held in Asheville on November 1-3, 1985. <br /> The Board reviewed the letter from A. L. Hankins, Jr., P.E., Head <br />of Hydrographic Unit of the North Carolina Department of Transportation, <br />indicating that the replacement of the Dutch Buffalo Creek Bridge on <br />N.C. Highway ZOO is scheduled for the fiscal year 1989. <br /> Mr. H. C. Whitley, Jr., of the Georgeville community asked that the <br />Board endorse the request by the Georgeville Volunteer Fire Department <br />to the North Carolina Department of Transportation that the Dutch Buffalo <br />Creek Bridge be raised at the time it is replaced. He expressed concern <br />that flooding along N.C. Highway 200 creates numerous problems in providing <br />fire protection and emergency medical services to the residents of that <br />area. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board directed that a letter be written to the <br />North Carolina Department of Transportation expressing concern regarding <br />flooding along N.C. Highway 200 and endorsing the request by the Georgeville <br />Volunteer Fire Department to raise the level of the Dutch Buffalo Creek <br />Bridge. This letter is to be similar to the letter of endorsement <br />written by Mr. Ben H. Mabrey, Sr., Emergency Services Director. <br /> Mr. George W. Finger, Jr., of Arthur Young & Company reviewed the <br />Cabarrus County Annual Financial Report for the Year ending June 30, <br />1985. He presented the following proposed audit contract for the fiscal <br />year 1985-86. <br /> <br />Services Fees <br /> <br />Financial audit and reports in <br />accordance with generally accepted <br />auditing standards <br /> <br />$17,800.00 <br /> <br />Single Audit under the new Single <br />Audit Act of 1984 and OMB Circular <br />A-128 and reports for the period <br />July 1, 1985 through June 30, 1986 <br /> <br />$. 9,200.00 <br />$27,000.00 <br /> <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board authorized Chairman Lentz to execute <br />the audit contract with Arthur Young & Company for the period beginning <br />July 1, 1985, and ending June 30, 1986, for the total amount of $27,000.00. <br /> Mr. Jay Freeman, Chairman of the Cabarrus County Community Based <br />Alternatives (C.B.A.) Task Force, presented the proposed Cabarrus County, <br />Kannapolis City Schools Survival and Counseling Program and the Uwharries <br />Home Program grant application. He explained that the Survival and <br />Counseling Program will be funded through C.B.A. funds and in-kind match <br />by the schools. However, Mr. Freeman requested that the County appropriate <br />$500.00 in local funds for the Uwharries Home Program. <br /> UPON MOTION of Commissioner Upright, seconded by Chairman Lentz and <br />unanimously carried, the Board authorized the Chairman to sign the Cabarrus <br />County, Kannapolis City Schools Survival and Counseling Program and the <br />Uwharries Home Program applications for Community Based Alternatives funding <br />and appropriated $500.00 from the Contingency Fund to provide local funds <br />for the Uwharries Home Program. <br /> <br /> <br />
