331 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright <br />and unanimously carried, the Board by resolution approved the addition <br />of Queens Gate and Caldwell Road to the State road system. <br /> The Board reviewed the counter proposal from the Concord Board of <br />Aldermen and the Board of Light and Water Commissioners of the City of <br />Concord. This counter proposal was in response to the agreements adopted <br />in principle by the Board of Commissioners on October 8, 1985. The <br />City's counter proposal was as follows. <br /> <br /> PROPOSAL <br /> BY <br /> THE CITY OF CONCORD BOARD OF ALDERMEN <br />AND BOARD OF LIGHT AND WATER COMMISSIONERS OF THE CITY OF CONCORD <br /> TO <br /> THE CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> For about ten years, the Concord Board of Aldermen, via the Concord <br />Board of Light and Water Commissioners, has been planning the Coddle <br />Creek Reservoir and Water Filter Plant. This project has progressed <br />to the point where Concord has obtained completed engineering plans <br />and specifications, has acquired some 400 acres of the needed land, has <br />sold bonds to acquire the balance of the land, is exploring financing <br />procedures for project development and is ready to proceed. <br /> <br /> The purpose of the Coddle Creek Project has always been to insure <br />the citizens of Concord and other customers of the Board of Light and <br />Water Commissioners a good, potable source of water. The action of <br />the County Commissioners have caused us to pause and reflect on our <br />responsibilities as officials of the City of Concord to meet our citizens' <br />water needs. Our first responsibility is to our residents and every <br />action we take should and will be for their benefit. <br /> <br /> Currently, we have a contract with the Cabarrus County Commissioners <br />to supply them 1,000,000 gallons of water per day for five (5) years <br />at mutually agreed upon locations. This contract expires in three (3) <br />years more or less. We have never threatened to refuse to sell water <br />to Cabarrus County. We will be pleased to renegotiate a new contract. <br /> <br /> We propose that an agreement be reached between the County and <br />the City to include the following items: <br /> <br />Cabarrus County shall agree to reimburse the Concord Board <br />of Light and Water Commissioners for fifty percent (50%) of <br />all expenses to date incurred on the Coddle Creek Project. <br />This shall include such items as engineering costs, surveying, <br />feasibility studies, etc. <br /> <br />Cabarrus County shall agree to deed all current properties <br />and any and all future properties acquired by the County within <br />the Coddle Creek Project parameters to the Concord Board of <br />Light and Water Commissioners in fee simple form. The Concord <br />Board of Light and Water Commissioners shall reimburse Cabarrus <br />County on a 50% basis for all such properties so deeded. <br /> <br />Be <br /> <br />Cabarrus County shall agree to share on a 50% basis with the <br />Concord Board of Light and Water Commissioners all expenses <br />to be incurred for the development of the Coddle Creek Reservoir <br />and the Coddle Creek Treatment Plant when developed. Cabarrus <br />County shall also agree to share on a 50% basis with the Concord <br />Board of Light and Water Commissioners all operation and maintenance <br />costs of the Coddle Creek Project. <br /> <br />Cabarrus County and the Concord Board of Light and Water Commis- <br />sioners shall share in the ownership of all the Coddle Creek <br />Project facilities on a 50% basis. As such, Cabarrus County <br />shall be entitled to 50% of the available water provided by the <br />reservoir. <br /> <br /> <br />
