332 <br /> <br />The Board of Light and Water Commission shall have the <br />responsibility of treating all water from the Coddle Creek <br />Reservoir until such time as the Coddle Creek Treatment Plant <br />is constructed. Meanwhile, the Board will agree to supply the <br />County with treated water in accordance with a new contract <br />negotiated between the parties. It is recognized that at this <br />time the Board of Light and Water Commissioners has the only <br />facilities for treating water. <br /> <br />e <br /> <br />Cabarrus County shall agree to an operations and maintenance <br />contract with the City (such as has already been proposed) <br />to pertain to all current and future County water and sewer <br />facilities. <br /> <br />Cabarrus County shall adhere to all current and future City <br />specifications and regulations in the construction and <br />installation of water and sewer facilities. <br /> <br />It is contemplated that the final EPA audit of the Rocky River <br />Regional Wastewater Treatment Project will be completed within <br />approximately six months. After its acceptance and a financial <br />settlement has been made by the County and Cannon Mills Company <br />with the Board of Light and Water Commissioners as lead agent, <br />then it will be agreeable by the Board of Light and Water <br />Commissioners and the City of Concord to pursue the formation <br />of a Metropolitan Sewer Authority. The operation and use of <br />the plant and interceptors by the Authority shall be in accordance <br />with the Agreement between the Board of Light and Water Commis- <br />sioners of the City of Concord, Cabarrus County and Cannon <br />Mills Company, dated September 5, 1975. <br /> <br /> The people of Concord have an investment in its water and sewer <br />facilities of over $80,000,000. The elected officials of Concord, the <br />Board of Light and Water Commissioners and the citizens of Concord have <br />spent over 80 years developing and nurturing our water and sewer system. <br />It is not something we take lightly, but rather something we must preserve <br />and protect. We will be most happy to work with any entity on water <br />service in a cooperative manner. <br /> <br />Wednesday, October 23, 1985 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright <br />and unanimously carried, the Board authorized the Chairman to send a letter <br />to the City of Concord asking that the two representatives named by the <br />Board of Aldermen and Chairman Lentz and Commissioner Barnhardt set a <br />meeting within the next ten days to discuss the varying Coddle Creek <br />proposals and to try to come to a solution for all involved. <br /> Mr. Brice J. Willeford, Jr., Attorney for the Kannapolis City Board <br />of Education, reported that the Kannapolis City Board of Education wished <br />to sell 5.45 acres of property located on Mooresville Road to which it <br />holds title and which is no longer suitable, desirable or necessary for <br />public school purposes. He stated that in accordance with G.S. 115C-518(a) <br />the Board of Education desired to afford the Board of County Commissioners <br />the first opportunity to obtain the property at the sum of $40,000.00 or <br />a price negotiated between the two Boards. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board by resolution found the Mooresville <br />Road property offered to the Board by the Kannapolis City Board of Education <br />to be unsuitable for any County purpose and authorized the Kannapolis City <br />Board of Education to sell the property described as follows. <br /> <br /> Lying and being in No. 4 Township, Cabarrus County, North <br />Carolina, on the Mooresville Highway, adjoining the property <br />of Roy Overcash, Melvin Wilkinson and H.
