348 <br /> <br /> B. Ownership <br /> Ail water facilities and appurtenances, other than the plumbing, <br />when installed or accepted by the County, shall become and remain the <br />property of the County;and no person, by payment of a charge or fee, or <br />by any construction of facilities accepted by the County, may acquire <br />any interest or right in any of these facilities, or any portion thereof, <br />other than the privilege of having their property connected thereto and <br />service in accordance with these regulations. <br /> <br /> · C. Unauthorized Work on System <br /> No unauthorized person shall tamper with, work on, or in any way <br />alter or damage any County water facility. This shall include the <br />opening or closing of valves, turning on hydrants, or causing any water, <br />not legally paid for, to flow from the system. No person except authorized <br />employees or agents of the County shall cut into or make any connection <br />to the system. The offending person or persons shall pay all costs <br />attributable to such tampering, as well as being subjected to all penalties <br />as prescribed by law. <br /> <br /> D. R~ht to Not Allow Service <br /> The payment of any costs or fees, submitting of any petition, or <br />any other act requesting water service does not guarantee that such service <br />shall be forthcoming. The County shall have the right to refuse to <br />extend service upon any reasonable grounds, and specifically for any use <br />detrimental to the water system, non-payment of required fees, or if, in <br />the sole opinion of the County, it is not economically feasible. <br /> <br /> E. Maintenance by Customer <br /> The customer shall be responsible for the maintenance of all <br />plumbing, from the meter into and including the house plumbing; and the <br />County shall have the right to discontinue service to any property that <br />does not maintain the plumbing or abide by the plumbing code. Further, <br />should the customer require water at a pressure different from that <br />supplied by the County, it shall be his responsibility to install the <br />necessary device(s) to make the adjustment. <br /> <br /> F. Liability of ~o~nty <br /> The County shall not be liable to consumers, owners, or any <br />person for the failure to furnish water for any purpose or under any <br />conditions, or for the quantity or quality of the water furnished, or <br />for any damage that may result from the shutting off of water from the mains <br />or reservoirs, even though no notice of the shutting off of water shall have <br />been given. Ail permits and contracts for the use of water from the water <br />system of the County are expressly made subject to the provisions hereof. <br /> <br /> G. Meters <br /> Ail meters shall be installed and owned by the County and the <br />County reserves the right to remove, test, seal and interfere with the <br />meter for causes deemed justifiable by the County. <br /> <br /> H. By-Pass <br /> No by-pass around any meter shall be installed unless determined <br />by the County to be necessary, and where such devices exist, the use of <br />same shall be regulated by the County. Unauthorized use of by-pass may <br />result in removal of meter as well as all other penalties, civil or criminal, <br />provided by law. <br /> <br /> I. Cross-Connections <br /> Cross-connections are expressly prohibited, and may result in <br />removal of meter supplying such connection as well as all other penalties, <br />civil or criminal, provided by law. An example of this would be the inter- <br />connection of a well water supply with a potable public water supply. Upon <br />discovery of a cross-connection upon any property being furnished water <br />through the County Water System, the owner of the property is to be <br />notified .that the cross-connection must be discontinued immediately; and, <br />that a failure to remove or correct the cross-connection will result in the <br />removal of his meter. If the correction is not made, the meter is to be <br />removed and is not to be reinstalled without payment of the standard cut <br />on fee and a $25.00 penalty. <br /> <br /> <br />
