During discussion of this proposal, it was noted that
the Board had voted to discontinue this practice in February, 1985, due
to inadequate security for the employee collecting the taxes and the
recommendation by the County auditors that this practice be stopped.
Commissioner Hamby suggested that it would be more appropriate for the
Kannapolis City Council to obtain a location and police protection and
then send a formal request to the Board of Commissioners for the
collection of taxes in Kannapolis.
The following motion by Commissioner Upright and seconded by Chairman
Lentz failed with Commissioner Upright and Chairman Lentz voting for and
Commissioners Payne, Hamby, and Barnhardt voting against.

If the Mayor of Kannapolis provides a place and police protection
that the Board allow tax collection in Kannapolis for the next
five consecutive Fridays--December 6, 13, 20, and 27, 1985 and
January 4, 1986--and if facilities and protection are not
adequate after the first week that the practice be discontinued
and the matter brought back before the Board.

The Board expressed appreciation to Troopers Bob Cloninger and
Bill Nichols, retiring members of the State Highway Patrol Office in
Cabarrus County.
Chairman Lentz announced that the Board would attend a meeting
at the offices of HDR Infrastructure, Inc., in Charlotte, North Carolina,
on December 4, 1985, at 4:00 P.M. for an update on the water and sewer
projects in Cabarrus County.
There being no further business to come before the Board, the meeting
adjourned at 12:10 P.M.

Clerk to the Board
