Severability <br /> If any portion of these rules and regulations shall be held to <br />be invalid or ineffective for any reason, the remaining portions of <br />these regulations shall remain in full force and effect. To this end, <br />the provisions of these regulations are intended to be and deemed to be <br />severable. <br /> <br /> C. Effective Date <br /> These rules and regulations shall be in full force and effect <br />upon adoption by the Board of Commissioners of Cabarrus County. <br /> <br /> D.
