352 <br /> <br /> E. Billin~ <br /> Meters will be read at such time that bills will be received <br />by the customer on or about the 1st of every month. The net amount will <br />be due at 'the Tax Collector's Office by the 15th of the month. After that <br />date, the customer will be notified that the account is delinquent and <br />a late payment fee added to the outstanding bill. If the bill is not <br />paid in full by the 25th, water services will be discontinued and an <br />additional reconnection fee will be required to have it restored. <br />After a customer has received two delinquent notices, no further notices <br />will be sent. <br /> <br /> F. Respon. sibilitY for Water Bills <br /> The person receiving water shall be responsible for the payment <br />of the water bill. If a water bill becomes delinquent and is not paid <br />in accordance with the provisions of these regulations, water service is <br />to be discontinued and may not be resumed except in accordance with the <br />provisions of these regulations. Should property, for which there is <br />a delinquent water bill be sold, the delinquent bill will be paid from <br />the customers deposit. The new owner will be eligible to receive water <br />from the County Water System upon payment of the standard deposit and <br />cut-on fee. The Tax Collector is authorized to take the necessary legal <br />steps to collect delinquent water bills when such action is deemed advisable. <br /> <br /> G. Services Not Connected <br /> As a protection against vandalism and to minimize maintenance by <br />the County, meters on service lines not connected may be removed at the <br />customer's request for safe-keeping until their replacement is requested. <br />The removal of the meter will not relieve the owner of responsibility for <br />the minimum monthly charge. When the meter is reinstalled, the customer <br />will pay the standard cut-on fee. <br /> <br /> H. Deposits <br /> Ail services will require an advance security deposit for the <br />guarantee of payment of final water bill. The amount of the deposit <br />is listed in the rate schedule. <br /> <br /> I. Water for Sale to Other Public Utilities <br /> Water may be sold to other Public Utilities under the following <br />conditions: <br /> <br />(1) <br /> <br />Water will be sold only to systems approved by the <br />State of North Carolina and regulated by the North <br />Carolina Utilities Commission. <br /> <br />(2) The system must have been in operation and approved <br /> prior to March 20, 1984. <br /> <br />(3) <br /> <br />The utility desiring service must agree to pay all <br />cost for the installation of a meter as specified <br />by the County. <br /> <br />(4) <br /> <br />The purchaser must agree that service will be limited <br />to those lots, streets, or units that are in existence <br />prior to the date established in item (2). <br /> <br />(5) <br /> <br />The utility desiring service must agree to pay for all <br />water metered based on the standard residential water <br />rate, but no less than the minimum billing times the <br />number of units served. <br /> <br />IV. AUTHORITY AND ADOPTION OF REGULATIONS <br /> <br /> A. Authority <br /> These rules and regulations shall be reviewed annually on <br />April 1st and may be amended from time to time by the Board of County <br />Commissioners, and in no way affects existing contracts which may be in <br />force between the Board of Commissioners and other bodies, public or <br />private; and shall in no way restrict the Commissioners negotiating <br />future contracts with other bodies, public or private. <br /> <br /> <br />
