351 <br /> <br /> Ail extensions must be within maintained road rights-of-ways <br />and will not be activated until proof of such dedication has been provided <br />to the County. <br /> <br /> Each individual unit with the exception of apartment complexes, <br />condominiums, and shopping centers must have an individual meter. <br /> <br /> Meters will be furnished by the County at the cost listed in <br />the rate schedule. <br /> <br /> Each occupancy or property owner must post a security deposit <br />and turn-on fee prior to activation of the service. <br /> <br /> In the case of shopping centers, individual meter services may be <br />installed provided that the water lines are installed within the driveway <br />or parking areas and that a right-of-way 20 feet in width be dedicated <br />to the County for the operation and maintenance of the system. <br /> <br /> Minimum monthly bills for customers with master meters will be <br />determined as explained under extensions to existing development. <br /> <br /> At times it will be necessary for a developer to extend a line <br />outside of his development. In such cases provided funds are available, <br />the County will assist in financing of the project by paying the <br />additional costs required to increase facilities that are necessarily <br />larger than 6 inches. <br /> <br /> The County will in turn collect a connection fee from future <br />connections based on the County's cost participation divided by the <br />footage of line not within the developers property. <br /> <br /> Commercial or industrial property will be charged the fee for <br />the total footage of their property, residential units will be charged <br />for up to a maximum of 100 feet per connection. In addition to the <br />footage fee, the normal service connection fee, security deposit, and <br />turn-on will be charged. <br /> <br /> If the County is financially unable to aid in the desired <br />extension, the developer may pay the total cost of the system and receive <br />a refund for that portion above 6 inches in size. The refund will also <br />be based on cost versus footage. Fees shall be collected by the County <br />and returned to the developer on a yearly basis. The maximum time for <br />refunding of monies shall be ten (10) years or 100% of the refundable <br />amount whichever comes first. <br /> <br /> C. Fire Protection Facilities <br /> Connections for fire protection system shall be made to the <br />main line by the County and shall consist of a standard detector meter, <br />valves and appurtenances in a vault located within the street right-of-way. <br />The meter connaction will conform to the County Standard Fire Meter <br />Specifications and consist of a detector meter that will register all <br />ranges of flow. Fire protection water facilities installed upon owner's <br />private property are for the use of the owner, and the County assumes no <br />responsibility for such facilities. The County will undertake to <br />provide reasonable water lines serving such facilities. No water service, <br />other than fire protection will be taken from water lines intended to <br />provide service to fire-protection facilities only. Systems having booster <br />pumps that are run periodically for testing with the water going to waste <br />will be required to be metered as already specified. The County reserves <br />the right to make necessary inspections to insure compliance with these <br />regulations, and to require check valves or other devices to be instailed <br />by owner. When necessary the County may install devices in fire lines <br />to restrict flow. In such cases, the owner will be informed of this <br />requirement prior to installation of the system.
