350 <br /> <br /> The Director will respond to the request by furnishing a petition <br />to be signed by those interested in receiving service. <br /> <br /> A minimum of 75% of all affected persons (property owners) must <br />sign the petition for the project to be considered for funding. <br /> <br />Funding of the project will be determined as follows: <br /> <br />(1) Construction cost will be computed as all necessary <br /> materials, labor, engineering, and administrative costs. <br /> <br />(2) <br /> <br />The additional cost to increase lines to be larger than <br />6 inches, pumps, tanks, Or meters will be deducted <br />from the construction cost. <br /> <br />(3) The remaining cost will be divided equally by all of <br /> the affected properties. <br /> <br />(4) For the project to be financially feasible, the cost <br /> must not exceed $1,500.00 per property owner. <br /> <br />(5) <br /> <br />The cost for extension of the line can be made as a <br />lump sum payment or as equal assessments over a five <br />year period, however, if payment is over the five year <br />Beriod, interest as shown in the attached fee schedule <br />will be charged. <br /> <br />(6) <br /> <br />In addition to the extension charge, a service connection <br />fee based on the current rate schedule will be charged for <br />the meter installation. However, this fee would only be <br />charged when the property owner desires to connect to the <br />system. <br /> <br /> In special cases, where the cost of the project exceeds $1,500.00 <br />per property owner, the property owners affected could pay the additional <br />costs required. However, the maximum amount assessed against the property <br />would be $300.00 per year for five (5) years plus interest. <br /> <br /> Developed areas that have public water systems may become a part <br />of the System and shall be addressed as new development. <br /> <br /> Existing community developments such as mobile home parks, <br />apartment complexes, and condominiums that do not have public dedicated <br />streets within the project may be served through master meters. Billing <br />for such service will be at the standard rates; however, the minimum <br />charged shall be no less than the standard minimum times the number of <br />units served. <br /> <br /> B. Extension of Service to. New Development <br /> It shall be the responsibility of the developer to extend <br />service to all new development. The systems shall be designed in accordance <br />with specifications provided by the County. Fire protection shall be <br />required based on the formula 1/5 maximum instantaneous domestic flow plus <br />500 GPM fire flow at a minimum residual pressure of 30 PSI at the highest <br />hydrant in the system. Fire hydrants shall be spaced to provide coverage <br />within a 1,000 foot radius for residential development or a 500 foot <br />radius for commercial development. <br /> <br /> Minimum line size shall be 2 inches. Line sizes of 2 1/2", <br />3" 4", 10" <br /> ~ or are unacceptable. <br /> <br /> The County will make applications for all necessary permits <br />for extensions. No tie-ins to the existing system may be made until all <br />permits have been secured by the County. <br /> <br /> The developer shall secure the services of a professional <br />engineer to design the system per County guidelines. The County will <br />monitor and inspect all construction to ensure conformity with approved <br />design drawings. <br /> <br /> <br />
