Purposes of This Amendment <br /> <br />be <br /> <br />To permit adult children to provide small temporary <br />residences for their aging parents who are in need of <br />support, while maintaining as much of the independence <br />of the two generations as possible; <br /> <br />To permit families to provide security and support for <br />non-elderly relatives with serious health problems or <br />physical disabilities (See Section B. 5 (d)); <br /> <br />To reduce the degree to which frail elderly homeowners <br />have to choose between increasing isolation in their own <br />homes and institutionalization in nursing homes; <br /> <br />To develop housing types in single-family neighborhoods <br />that are appropriate for households at a variety of <br />stages in the life cycle; and <br /> <br />In no way will the granting of a permit be automatic for <br />an ECHO unit. The burden of proof shall be the responsi- <br />bility of the owner(s) of the principal unit in which the <br />ECHO unit is to be located. The burden of proof is to <br />establish that the surrounding property values will not <br />be harmed and that the general health, welfare, and safety <br />as established by the County's Zoning Ordinance is preserved. <br />Section 9.2-1 (c) of the County's Zoning Ordinance does not <br />apply to this use. <br /> <br />To permit ECHO housing in a manner that protects the <br />property values and single-family character of neighborhoods <br />by ensuring that the units are compatible with the neighbor- <br />hood and are easily removed. <br /> <br />REQUIREMENTS FOR PERMITS TO INSTALL ECHO UNITS <br /> <br /> A conditional use permit will be granted for a use to be known as <br />Temporary ECHO Unit provided that the following requirements are met: <br /> <br />1. Size and Unit <br /> <br />Minimum area: <br />For one occupant, 200 square feet floor area. <br /> <br />For two occupants, 400 square feet floor area. <br /> <br />20,000 square lot including the principal unit and <br />ECHO unit, however, lot area may be larger depending <br />upon the evaluation of the soils by the Health Department. <br /> <br />Maximum area: <br />900 square feet floor area <br /> <br />Ce <br /> <br />Maximum height: <br />16 feet or one story <br /> <br />2.
