363 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />January 6, 1986, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend Frank Hare of the First Assembly <br />of God in Kannapolis, North Carolina. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the minutes of December 16, 1985, were approved <br />as written. <br /> Commissioner Hamby nominated Mr. Andrew Earl for appointment as <br />the Harrisburg SchOol District representative on the Cabarrus County <br />Parks and Recreation Advisory Commission as recommended by the <br />Advisory Commission. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, nominations were closed for the Parks and <br />Recreation Advisory Commission appointment. <br /> The Board appointed Mr. Andrew Earl as the Harrisburg School District <br />representative on the Parks and Recreation Advisory Commission for a <br />three-year term ending December 31, 1988. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board approved the addition of <br />Dennbriar Drive to the State road system. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the following Social Services <br />budget amendment to accept an additional $7,471.00 in Federal/State funding <br />for Chore Services. <br /> <br />DEPARTMENT OF SOCIAL SERVICES <br />,ACCOUNT # 01-01-56-30 <br /> <br /> Present <br />Line Item Approved Revised <br />Acct. Kiser, Chairman of the Board of Elections, presented <br />a request for an Elections budget amendment to increase postage in the <br />amount of $888.80 to cover the cost of a solicitation mailed in October, <br />1985, to persons living in the City of Concord. He stated the mailing <br />was done to verify addresses and to acquire telephone numbers for the <br />update of the County's registration files. He further stated it had been <br />his understanding from a telephone conversation with Mr. Charles D. <br />McGinnis, County Manager, that funds were available in the Elections <br />budget to cover the cost of the City of Concord mailing and that a <br />budget amendment would be required before the Board of Elections could <br />proceed with its plan to do a mailing for the entire county. Mr. Kiser <br />also advised the Board that the City of Concord was not notified by the <br />Board of Elections prior to the mailing. <br /> Mr. Charles D. McGinnis, County Manager, reviewed the policy whereby <br />the County pays the cost of municipal elections and then bills the <br />municipalities for reimbursement. He stated he had explained the <br />reimbursement process to Mr. Kiser and advised him there was no money <br />budgeted for this purpose but that the mailing for the City of Concord <br />could be done if the City approved the cost and reimbursed the County <br />for the mailing. Mr. McGinnis reported that the City of Concord had <br />refused to reimburse the County for expenses of the mailing. <br /> The motion by Commissioner Barnhardt to deny the budget increase <br />of $880.80 for the Board of Elections and that the Board of Commissioners <br />vote to send a letter to the State Board of Elections and the Governor <br />of the State of North Carolina to rescind the appointment of Mr. Kenneth <br />K. Kiser for the good of the citizens of Cabarrus County and both political <br />parties failed for lack of second. <br /> <br /> <br />
