364 <br /> <br /> The substitute motion by Commissioner Payne to adjust the Board of <br />Elections budget in the amount of $500.00 for postage failed for lack of <br />second. <br /> The motion by Commissioner Hamby and seconded by Chairman Lentz to <br />approve the requested Elections budget amendment in the amount of $880.80 <br />for postage and to send Mr. Kenneth K. Kiser written information on <br />the budgeting and personnel policies of Cabarrus County failed with <br />Commissioner Hamby and Chairman Lentz voting for and Commissioners <br />Payne, Barnhardt, and Upright voting against. <br /> The Board of Commissioners indicated that any need for postage during <br />the remainder of this fiscal year could and would have to be accommodated <br />through a transfer of money from some other line item in the Board of <br />Elections budget to cover this additional cost. <br /> Mr. Kenneth K. Kiser also presented a request for a budget amendment <br />to cover the cost of the installation of a telephone extension in the <br />preparation room at the Board of Elections on November 19, 1985. He <br />explained that employees working in the preparation room were unable to <br />hear the telephone in the front office and that the extension would <br />enable the office to better serve the people of Cabarrus County. <br /> Mr. Charles D. McGinnis, County Manager, advised the Board that as <br />a result of a telephone survey conducted by The Concord Telephone Company <br />four years ago it was policy that all telephones installed in County offices <br />have to be approved by him prior to installation. He stated The Concord <br />Telephone Company had installed the telephone at the Board of Elections <br />without proper authorization and that instructions had been g{ven for <br />its removal. <br /> The Board referred the matter regarding the telephone extension at <br />the Board of Elections to the County Manager. <br /> During discussion of the items relating to the Board of Elections, <br />members of the Board of Commissioners expressed strong concern regarding <br />the operation of that office and the recent problems regarding advertising <br />procedures, budgetary matters, and the failure to follow established County <br />policies. <br /> At 10:00 A.M., Chairman Lentz stated that this was the day and hour <br />scheduled for a public hearing regarding the petition for the closing of <br />Tulake Drive and asked if anyone were present who wished to speak for or <br />against this road closing. <br /> Mr. Thomas M. Brooke, attorney representing the petitioners, spoke <br />in support of the closing of Tulake Drive. No one appeared in opposition <br />to the road closing. ~ <br /> <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the following Order Closing <br />Tulake Drive. <br /> <br />NORTH CAROLINA ) <br /> ) <br />CABARRUS COUNTY) <br /> <br />ORDER CLOSING TULAKE DRIVE IN FINGERLAKE <br />SUBDIVISION~ NO. 2 TOWNSHIP, CABARRUS COUNTY <br /> <br /> BE IT HEREBY RESOLVED that a Petition was filed at the December 2, <br />1985 meeting of the Cabarrus County Commission requesting the closing of <br />public road or easement, pursuant to N.C.G.S. 153A-241; and <br /> <br /> WHEREAS, the Petitioners are all of the adjoining landowners to <br />Tulake Drive or road dedicated by virtue of plat and map of the Fingerlake <br />Subdivision, No. 2 Township, Cabarrus County, North Carolina, according <br />to the office of the Register of Deeds, Cabarrus County, in plat book 19, <br />page 23; and' <br /> <br /> WHEREAS, a resolution was adopted declaring the intent of the Cabarrus <br />County Commission to close said public road at the December 2, 1985 meeting, <br />and thereafter notice of said resolution was published once a week for <br />four successive weeks notifying the public of the hearing to be held at <br />the January 6, 1986 meeting; and <br /> <br /> WHEREAS, notice was prominently posted at least two places along the <br />road; and <br /> <br /> WHEREAS, the meeting was held at 10:00 a.m. on the 6th day of <br />January, 1986 in the Cabarrus County Commissioners' Room at the Cabarrus <br />County Courthouse; and <br /> <br /> <br />
