383 <br /> <br /> Mr. Charles D. McGinnis, County Manager, reported that topographic <br />work for the City of Concord, City of Kannapolis, and the Town of Harrisburg <br />was also included in the proposals and that these municipalities would be <br />paying for their specific work. He recommended that the County enter into <br />a three-year contract for the orthographic and topographic mapping and <br />award the contract to Kimball Associates in the total amount of $434,180.00. <br />Mr. McGinnis stated that funds were already budgeted for the first year's <br />cost and recommended that the Board express its intent to budget $100,000.00 <br />in each of the two successive years to maintain the same level of funding <br />the County presently has budgeted to begin this work. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board awarded the orthographic and topographic <br />mapping contract to Kimball Associates in the total amount of $434,180.00 <br />and expressed an intention to finance this project over three fiscal years <br />in equal appropriations of County monies. The Board noted that Kimball <br />Associates was the low bidder for the Cabarrus County portion of the mapping <br />work by $385.00. <br /> Mr. Charles D. McGinnis, County Manager, reviewed the request for <br />the additional employee benefit of being able to buy back voluntarily withdrawn <br />contributions from the Local Government Retirement System and to purchase <br />credit in the Retirement System for military service and any out-of-state <br />government retirement credits. He stated the percent of increase in the <br />employer rate of contribution required to fund these optional benefits <br />would be as follows. <br /> <br />Credit for Military Service (.13% increase) <br />Repayment of Voluntarily Withdrawn Accounts (.04% increase) <br />Credit for Out-of-State Service (.0% increase) <br /> <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />NORTH CAROLINA LOCAL GOVERNMENTAL EMPLOYEES' RETIREMENT SYSTEM <br /> RALEIGH, NORTH CAROLINA 27611 <br /> <br /> RESOLUTION TO ENTER AGREEMENT WITH NORTH CAROLINA <br />LOCAL GOVERNMENTAL EMPLOYEES' RETIREMENT SYSTEM TO <br />PROVIDE CERTAIN BENEFITS AS SET FORTH IN CHAPTER 1310 <br /> OF THE SESSION LAWS OF 1973 (2ND SESSION, 1974) <br /> <br /> WHEREAS, the 1973 General Assembly amended the North Carolina Local <br />Governmental Employees' Retirement System laws so as to permit agreements <br />for providing certain benefits for employee members pursuant to Chapter <br />1310; and <br /> <br /> WHEREAS, the governing body of this Unit realizes the desirability <br />of providing its employees with the security and protection provided by <br />said benefits; and <br /> <br /> WHEREAS, Article 3 of Chapter 128 of the General Statutes of North <br />Carolina provides that any employer governmental unit desiring to provide <br />said benefits for its employee members must execute an agreement therefor <br />with the Director of the North Carolina Local Governmental Employees' <br />Retirement System: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE Cabarrus County Board of <br />Commissioners in regular session, <br /> <br /> 1. That the County of Cabarrus hereby elects to secure said <br />benefits for its employees in the North Carolina Local Governmental <br />Employees' Retirement System. <br /> 2. That the County of Cabarrus hereby agrees to comply with all <br />provisions of the North Carolina Local Governmental Employees' Retirement <br />System as defined in Article 3, Chapter 128 of the General Statutes of <br />North Carolina, as amended, and to make such increased employer's <br />contributions as the Local Governmental Employees' Retirement System may <br />determine to be necessary in order to provide said benefits. <br /> 3. That the County of Cabarrus is hereby ordered and directed to <br />execute an agreement with the Director of the North Carolina Local <br />Governmental Employees' Retirement System to implement said benefits of <br />Chapter 1310 of the Session Laws of 1973 (2nd Session, 1974). <br /> <br /> <br />
