383 Mr. Charles D. McGinnis, County Manager, reported that topographic work for the City of Concord, City of Kannapolis, and the Town of Harrisburg was also included in the proposals and that these municipalities would be paying for their specific work. He recommended that the County enter into a three-year contract for the orthographic and topographic mapping and award the contract to Kimball Associates in the total amount of $434,180.00. Mr. McGinnis stated that funds were already budgeted for the first year's cost and recommended that the Board express its intent to budget $100,000.00 in each of the two successive years to maintain the same level of funding the County presently has budgeted to begin this work. UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne and unanimously carried, the Board awarded the orthographic and topographic mapping contract to Kimball Associates in the total amount of $434,180.00 and expressed an intention to finance this project over three fiscal years in equal appropriations of County monies. The Board noted that Kimball Associates was the low bidder for the Cabarrus County portion of the mapping work by $385.00. Mr. Charles D. McGinnis, County Manager, reviewed the request for the additional employee benefit of being able to buy back voluntarily withdrawn contributions from the Local Government Retirement System and to purchase credit in the Retirement System for military service and any out-of-state government retirement credits. He stated the percent of increase in the employer rate of contribution required to fund these optional benefits would be as follows. Credit for Military Service (.13% increase) Repayment of Voluntarily Withdrawn Accounts (.04% increase) Credit for Out-of-State Service (.0% increase) UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt and unanimously carried, the Board adopted the following Resolution. NORTH CAROLINA LOCAL GOVERNMENTAL EMPLOYEES' RETIREMENT SYSTEM RALEIGH, NORTH CAROLINA 27611 RESOLUTION TO ENTER AGREEMENT WITH NORTH CAROLINA LOCAL GOVERNMENTAL EMPLOYEES' RETIREMENT SYSTEM TO PROVIDE CERTAIN BENEFITS AS SET FORTH IN CHAPTER 1310 OF THE SESSION LAWS OF 1973 (2ND SESSION, 1974) WHEREAS, the 1973 General Assembly amended the North Carolina Local Governmental Employees' Retirement System laws so as to permit agreements for providing certain benefits for employee members pursuant to Chapter 1310; and WHEREAS, the governing body of this Unit realizes the desirability of providing its employees with the security and protection provided by said benefits; and WHEREAS, Article 3 of Chapter 128 of the General Statutes of North Carolina provides that any employer governmental unit desiring to provide said benefits for its employee members must execute an agreement therefor with the Director of the North Carolina Local Governmental Employees' Retirement System: NOW, THEREFORE, BE IT RESOLVED BY THE Cabarrus County Board of Commissioners in regular session, 1. That the County of Cabarrus hereby elects to secure said benefits for its employees in the North Carolina Local Governmental Employees' Retirement System. 2. That the County of Cabarrus hereby agrees to comply with all provisions of the North Carolina Local Governmental Employees' Retirement System as defined in Article 3, Chapter 128 of the General Statutes of North Carolina, as amended, and to make such increased employer's contributions as the Local Governmental Employees' Retirement System may determine to be necessary in order to provide said benefits. 3. That the County of Cabarrus is hereby ordered and directed to execute an agreement with the Director of the North Carolina Local Governmental Employees' Retirement System to implement said benefits of Chapter 1310 of the Session Laws of 1973 (2nd Session, 1974).
