The form of the question to appear in the ballot frames <br />of or ballot booklets for the voting machines to be used at said refer- <br />endum and in the instructions to absentee voters to be used for said <br />referendum shall be substantially as follows: <br /> <br />MERGER <br /> <br />FOR merger of the City of Kannapolis, the <br />Kannapolis Sanitary District and the Royal Oaks <br />Sanitary district, if (a) a majority of the <br />registered voters of the City of Kannapolis who <br />vote thereon, (b) a majority of the registered <br />voters of the Kannapolis Sanitary District who <br />vote thereon and (c) a majority of the registered <br />voters of the Royal Oaks Sanitary District who vote <br />thereon vote in favor of merger, the combined <br />territories to be known as the City of Kannapolis <br />and to assume all of the obligations of the <br />Kannapolis Sanitary District and the Royal Oaks <br />Sanitary District and to receive from the <br /> <br /> <br />
