417 <br /> <br />registration will be permitted to vote in said referendum, provided that <br />removal from one precinct to another shall not deprive any person of the <br />right to vote in the precinct from which he has removed until 30 days <br />after his removal and, further, that any person who has changed resi- <br />dence from one precinct to another more than 30 days prior to said <br />referendum may obtain a certificate of removal and record a change of <br />address on the date of said referendum and vote, as the case may be, in <br />the offices of the Cabarrus County Board of Elections or the Rowan <br />County Board of Elections mentioned above or at such other location as <br />specified by the Cabarrus and Rowan County Boards of Election. <br /> <br /> The last day for new registration of those not now on said lists of <br />registered voters or registered under Cabarrus County's or Rowan Coun- <br />ty's permanent registration system is Monday, May 5, 1986. <br /> <br /> Except as provided above, the last day on which registered voters <br />who have changed residence from one precinct to another may transfer <br />registration is Monday, May 5, 1986. <br /> <br /> Any qualified voter of the Kannapolis Sanitary District, the Royal <br />Oaks Sanitary District and the City of Kannapolis who is qualified to <br />vote by absentee ballot in said referendum may apply to the Cabarrus or <br />Rowan County Boards of Election for an absentee ballot. Any qualified <br />voter who is qualified to vote by military absentee ballot pursuant to <br />Section 163-245 of the General Statutes of North Carolina may also apply <br />for an absentee ballot as provided by Section 163-247 of the General <br />Statutes of North Carolina. <br /> <br /> Persons who are not certain whether they are qualified to vote, <br />registered to vote or qualified to vote by absentee ballot or who desire <br />further information concerning the registration process for said refer- <br />endum should contact the Cabarrus or Rowan County Boards of Election at <br />the offices of said boards mentioned above. <br /> <br /> Said lists of registered voters and the registration books for <br />elections in Cabarrus County and Rowan County will be open to inspection <br />by any registered voter of the Kannapolis Sanitary District, the Royal <br />Oaks Sanitary District and the City of Kannapolis, as appropriate, <br />during the normal business hours of the Cabarrus and Rowan County Boards <br />of Election on the days when the offices of said Boards are open, and <br />such days are challenge days. <br /> <br /> The registrars, judges and other officers of elections appointed by <br />the Cabarrus and Rowan County Boards of Elections will serve as the <br />election officers for said referendum. <br /> <br /> The Cabarrus and Rowan County Boards of Election will conduct said <br />referendum. <br /> <br /> The precincts and the voting places for said referendum, subject to <br />change as provided by law, are as follows: <br /> <br />PRECINCT LOCATION <br /> <br />Township 4 <br />Box 1 <br /> <br />Royal Oaks Fire Station <br />Florida Avenue <br />Kannapolis, N.C. <br /> <br />Township 4 <br />Box 2 <br /> <br />Second Presbyterian Church <br />Center Grove Road <br />Kannapolis, N.C. <br /> <br />Township 4 <br />Box 3 <br /> <br />St. Joseph's Catholic Church <br />St. Joseph Street <br />Kannapolis, N.C. <br /> <br />Township 4 <br />Box 4 <br /> <br />Cannon Jr. High Gym <br />North Rose Avenue <br />Kannapolis, N.C. <br /> <br /> <br />
