416 <br /> <br />public inspection as herein set forth. For said referendum the three <br />lists of registered voters heretofore mentioned and the regular regis- <br />tration books, process or records for elections in Cabarrus County and <br />Rowan County will be used and will continue to be open for the accep- <br />tance of registration applications and the registration of qualified <br />persons from 8:00 A.M. until 5:00 P.M. on Monday through Friday, inclu- <br />sive, of each week at the office of the Cabarrus County Board of Elec- <br />tions located at 755 Cabarrus Avenue in Concord, North Carolina, and <br />from 8:30 A.M. until 5:00 P.M. on Monday through Friday, inclusive, of <br />each week at the office of the Rowan County Board of Elections located <br />at 402 North Main Street in Salisbury, North Carolina. <br /> <br /> In addition, registration applications of qualified persons will be <br />accepted by and qualified persons may register (a) with any of the <br />registrars and judges of elections appointed by the Cabarrus and Rowan <br />County Boards of Election for the several precincts in the City of <br />Kannapolis and the Kannapolis Sanitary District, by appointment, (b) <br />with any of the registrars and judges of elections appointed by the <br />Rowan County Board of Elections for the several precincts in the County <br />of Rowan and (c) with special registration commissioners designated by <br />the Cabarrus and Rowan County Boards of Election, by appointment. <br /> <br /> Also, registration applications of qualified persons will be <br />accepted, and persons who are qualified to register with the Cabarrus <br />County Board of Elections may register, at the Kannapolis Library in <br />Kannapolis, North Carolina, during normal business hours. Furthermore, <br />registration applications of qualified persons will be accepted, and <br />persons who are qualified to register with the Rowan County Board of <br />Elections may register, at the Rowan Public Library located at 201 West <br />Fisher Street in Salisbury, North Carolina, on Monday through Friday, <br />inclusive, of each week from 9:00 A.M. until 9:00 P.M., on Saturdays <br />from 9:00 A.M. until 5:00 P.M. and on Sundays from 1:00 P.M. until 5:00 <br />P.M. In addition, persons who are qualified to register with the Rowan <br />County Board of Elections may register at South Rowan Public Library, <br />located at 102 North Central Avenue in Landis, North Carolina, on Monday <br />through Thursday, inclusive, of each week from 10:00 A.M. until 8:00 <br />P.M., on Fridays from 10:00 A.M. until 6:00 P.M. and on Saturdays from <br />10:00 A.M. to 2:00 P.M. Registration applications of qualified persons <br />will be accepted and qualified persons may also register at any of the <br />branches of the above-mentioned libraries during their business hours. <br /> <br /> Also, registration applications of qualified persons will be <br />accepted and qualified persons may register with special registration <br />commissioners at the offices of the Division of Motor Vehicles located <br />in the State when applying for, renewing or correcting their driver <br />licenses. <br /> <br /> Furthermore, certain persons in the armed forces and their spouses, <br />certain veterans, certain civilians working with the armed forces, and <br />members of the Peace Corps may register by mail at any time prior to <br />said referendum in the manner provided in Article 21 of Chapter 163 of <br />the General Statutes of North Carolina and in person at any time, <br />including the day of said referendum. <br /> <br /> Those residents of the Kannapolis Sanitary District, the Royal Oaks <br />Sanitary District and the City of Kannapolis who have not voted in <br />either of one of the two most recent successive presidential elections <br />or in any other election conducted in the period between said two <br />elections or whose names do not appear on said lists of registered <br />voters will not be considered to be registered under Cabarrus County or <br />Rowan County's permanent registration system. Those residents of the <br />Kannapolis Sanitary District, the Royal Oaks Sanitary District and the <br />City of Kannapolis whose names do not appear on said registration lists <br />will be permitted to vote in said referendum, however, if they are <br />otherwise registered and qualified to vote. <br /> <br /> Those residents of the Kannapolis Sanitary District, the Royal Oaks <br />Sanitary District and the City of Kannapolis who are presently regis- <br />tered under Cabarrus or Rowan County's permanent registration system and <br />who have not changed residence from one precinct to another since their <br /> <br /> <br />
