415 of Rowan, as authorized by the Board of Commissioners for the County of Rowan, shall cause a notice to be published in The Daily Independent once at least fourteen days before May 5, 1986 (being the last day on which the registration list will be available for public inspection and the last day on which persons may register for said referendum except as otherwise provided in said notice set forth in Section 3 of this resolu- tion) and once again not less than seven days before said day, such notice to read substantially as follows: NOTICE OF SPECIAL MERGER REFERENDUM IN THE KANNAPOLIS SANITARY DISTRICT, THE ROYAL OAKS SANITARY DISTRICT AND THE CITY OF KANNAPOLIS, NORTH CAROLINA A special merger referendum will be held throughout the Kannapolis Sanitary District, the Royal Oaks Sanitary District and the City of Kannapolis between 6:30 A.M. and 7:30 P.M., on Tuesday, June 3, 1986, at which there will be submitted to the qualified voters of the Kannapolis Sanitary District, the Royal Oaks Sanitary District and the City of Kannapolis the following question: "FOR merger of the City of Kannapolis, the Kannapolis Sanitary District and the Royal Oaks Sanitary District, if (a) a majority of the registered voters of the City of Kannapolis who vote thereon, (b) a majority of the registered voters of the Kannapolis Sanitary District who vote thereon and (c) a majority of the registered voters of the Royal Oaks Sanitary District who vote thereon vote in favor of merger, the com- bined territories to be known as the City of Kannapolis and to assume all of the obligations of the Kannapolis Sanitary District and the Royal Oaks Sanitary District and to receive from the Kannapolis Sanitary District and the Royal Oaks Sanitary District all the property rights of such districts; from and after merger residents of the Kannapolis Sanitary District and the Royal Oaks Sanitary District would enjoy all of the benefits of the City of Kannapolis and would assume their proportionate share of the obligations of the City of Kannapolis as merged. AGAINST merger." If (a) a majority of the registered voters of the City of Kannapolis who vote thereon, (b) a majority of the registered voters of the Kannapolis Sanitary District who vote thereon, and (c) a majority of the registered voters of the Royal Oaks Sanitary District who vote thereon vote in favor of the merger, the combined territories to be known as the City of Kannapolis and to assume all the obligations of the Kannapolis Sanitary District and the Royal Oaks Sanitary District and to receive from the Kannapolis Sanitary District and the Royal Oaks Sanitary District all the property rights of such districts, then from and after July 1, 1986, the effective date of such merger, residents of the Kannapolis Sanitary District and the Royals Oaks Sanitary District would enjoy all of the benefits of the City of Kannapolis and would assume their proportionate share of the obligations of the City of Kannapolis as merged. Upon any such merger, the City of Kannapolis shall assume all obligations of the Kannapolis Sanitary District and the Royal Oaks Sanitary District, such sanitary districts shall convey all of their respective property rights to the City of Kannapolis and such sanitary districts shall cease to exist as political subdivisions. A list of the registered voters residing in the Kannapolis Sanitary District and the City of Kannapolis in Cabarrus County has been prepared by the Cabarrus County Board of Elections, a list of the registered voters residing in the Kannapolis Sanitary District and the City of Kannapolis in Rowan County has been prepared by the Rowan County Board of Elections and a list of the registered voters residing in the Royal Oaks Sanitary District has been prepared by the Cabarrus County Board of Elections and such lists shall be used and open for public inspection and the regular registration books, process or records for elections in Cabarrus County and Rowan Counties shall also be used and open for
