Pharr, Fire <br />Marshal, for his service to Cabarrus County and wished him the best of <br />luck in his new employment. <br /> Mr. Gene McCombs, Kannapolis City Manager, reviewed the request for <br />an election on the merger of the Kannapolis Sanitary District, the Royal <br />Oaks Sanitary District and the City of Kannapolis. <br /> Commissioner Upright introduced the following resolution which was <br />read: <br /> <br />RESOLUTION CALLING A SPECIAL MERGER <br /> REFERENDUM <br /> <br /> BE IT RESOLVED by the Board of Commissioners for the County of <br />Cabarrus: <br /> <br /> Section 1. A special merger referendum is hereby called to be held <br />between 6:30 A.M. and 7:30 P.M., on Tuesday, June 3, 1986, in the <br />Kannapolis Sanitary District, the Royal Oaks Sanitary District and the <br />City of Kannapolis, pursuant to the provisions of G.S. §130A-80, to <br />determine if the Kannapolis Sanitary District, the Royal Oaks Sanitary <br />District and the City of Kannapolis should merge. The Cabarrus County <br />Board of Elections (the Kannapolis Sanitary District and the City of <br />Kannapolis being located in Cabarrus and Rowan Counties and the Royal <br />Oaks Sanitary District being located in Cabarrus County) is hereby <br />requested to hold and conduct said referendum in the precincts in the <br />Kannapolis Sanitary District, the Royal Oaks Sanitary District and the <br />City of Kannapolis that are located in Cabarrus County and to take all <br />necessary steps to that end in accordance with the provisions of Sec- <br />tion 2 of this resolution. <br /> <br /> Section 2. For said referendum, (i) a list of the registered <br />voters residing in the Kannapolis Sanitary District and the City of <br />Kannapolis in Cabarrus County has been prepared by the Cabarrus County <br />Board of Elections, a list of the registered voters residing in the <br />Kannapolis Sanitary District and the City of Kannapolis in Rowan County <br />has been prepared by the Rowan County Board of Elections, and a list of <br />the registered voters residing in the Royal Oaks Sanitary District in <br />Cabarrus County has been prepared by the Cabarrus County Board of <br />Elections and shall be used and open for public inspection and the <br />regular registration books for elections in Cabarrus and Rowan Counties <br />shall also be used and open for public inspection in the manner, under <br />the conditions and at the times and places as provided in the notice of <br />special merger referendum set forth in Section 3 of this resolution, <br />(ii) the registrars, judges and other officers of elections appointed by <br />the Cabarrus County Board of Elections for the several precincts and <br />voting places in the Kannapolis Sanitary District, the Royal Oaks Sani- <br />tary District and the City of Kannapolis in Cabarrus County and by the <br />Rowan County Board of Elections for the several precincts and voting <br />places in the Kannapolis Sanitary District and the City of Kannapolis in <br />Rowan County shall be the election officers for such precincts and <br />voting places and (iii) the precincts and voting places shall be those <br />fixed by the Cabarrus and Rowan County Boards of Election as provided in <br />said notice set forth in Section 3 of this resolution, subject to change <br />as provided by law. <br /> <br /> Section 3.
