428 <br /> <br /> The Board of Commissioners for the County 'of ~aBarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, od Monday~ <br />April 21, 1986, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend William Byrd of West Concord <br />Baptist Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of April 3 and 7, 1986, were approved <br />as written. <br /> Mr. Larry Gordon, District Engineer with the North Carolina Department <br />of Transportation, reported that as of April 1, 1986, there was a total <br />balance of $62,811.00 available in the Cabarrus County Secondary Roads <br />Construction Program for 1985-86. He recommended that these funds be used <br />for the paving of Pebble Brook Circle, Priority No. 5 for 1985, and Springs <br />Avenue, Priority No. 6 for 1985. He noted that Pebble Brook Circle would be <br />carried over into the 1986-87 Secondary Roads Program if not approved by the <br />Board at this time. However, he stated Springs Avenue would be deleted from <br />the 1986-87 Program as it would be annexed into the City of Concord on <br />July 1, 1986. <br /> Mr. Gordon presented the' preliminary 1986-87 Cabarrus County Secondary <br />Construction Program which included the paving of Pebble Brook Acres, <br />Buffalo Hill Road, and Green Acres. Also included as a proposed project was <br />the widening of Barrier Store Road. <br /> Members of the Board expressed concern regarding the priority rating <br />for Mills Circle. Chairman Lentz requested Mr. Gordon to have the proposed <br />cost for the paving of this street at the meeting on May 5, 1986. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board set a public hearing for 10:00 A.M. on <br />Monday, May 5, 1986, for the final presentation by the North Carolina <br />Department of Transportation. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following Proclamation. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, trees provide a renewable natural resource vital to the <br />well-being of man. <br /> <br /> WHEREAS, the many products produced from wood and wood'fibers cause us <br />to depend on them. <br /> <br /> WHEREAS, trees are a vital link in the erosion control of our limited <br />topsoil. <br /> <br /> WHEREAS, trees are a large part of the plant community that produce the <br />oxygen we breath. <br /> <br /> NOW THEREFORE, I, in full appreciation of trees to the public welfare, <br />and desiring to have those who protect it, do hereby proclaim April 25, 1986 <br /> <br />ARBOR DAY <br /> <br />in the schools of Cabarrus County <br /> <br />/s James W. Lentz, Chairman <br />Gabarrus County Board of Commissioners <br /> <br /> Chairman Lentz announced that the Legislative Briefing of the North <br />Carolina Association of County Commissioners would be held in Raleigh on <br />June 10, 1986. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following resolution requesting <br />water and sewer funding allocations from the State of North Carolina. <br /> <br /> <br />
