429 <br /> <br />RESOLUTION TO APPLY FOR ALLOCATION OF FUNDING <br /> STATE BILL NO. 2 <br /> <br />The Board of Commissioners of Cabarrus County requests an allocation of <br />$159,681 for Fiscal Years 1985-1986 and 1986-87 from the State Budget and <br />Management. Funds shall be used to offset the Local Share of a Water <br />Distribution Project by the Water & Sewer District of Cabarrus County to <br />begin in September of 1986. <br /> <br />The project consists of approximately 110 miles of water distribution mains <br />ranging in size from 2" to 12" designed to furnish fire protection as well <br />as potable water for domestic use. The project is anticipated to serve <br />between 2800 and 3000 customers by July 1, 1986, with an ultimate use of <br />5600 customers at a total cost of $11,200,000. <br /> <br />FUNDING FOR THE PROJECT IS AS FOLLOWS: <br /> <br />$7.3 million FmHA Loan <br /> 1.4 million FmHA Grant <br /> .9 million State Clean Water Bonds <br /> 1.6 million Local Funds <br /> <br />The Commissioners also requests that the 1985/1986 allocation for wastewater <br />projects in the amount of $296,544.00 be converted to funding for water <br />projects and applied to this same project. <br /> <br />The resolution is adopted by the Board this the 21st day of April, 1986. <br /> <br />/s/ James W. Hartsell, Jr., County Attorney, reported that he had <br />located Chapter 324 of the 1981 North Carolina Session Laws which prohibits <br />deer hunting with centerfire rifles in Cabarrus County. He stated there was <br />nothing the Board can do as it would be necessary to change State law. A <br />petition had been presented to the Board on April 7, 1986, requesting <br />permission to use centerfire rifles in the section of Cabarrus County <br />located east of Highway 52. <br /> At 8:00 P.M., Chairman Lentz stated that this was day and hour <br />scheduled for the preliminary public hearing to receive citizen input on a <br />proposed Community Development Block Grant for Community Revitalization and <br />asked if anyone were present who wished to speak regarding the matter. <br /> Ms. Corinne Cannon of the Fishertown Community asked for assistance in <br />getting sewers in that community. She stated that sewage was above the <br />ground in many places and that hepatitis had been a problem in past years <br />for the community. <br /> Mr. James F. Owens, Assistant Planning Director, reviewed the criteria <br />used by the State in rating the Community Development Block Grant applica- <br />tions and outlined the guidelines regarding housing rehabilitation, water <br />and sewer services, and paving of roads. He pointed out that the Fishertown <br />Community does not meet all of the requirements for funding under this <br />program although there is a definite need for help in resolving the sewer <br />problem in the community. Mr. Owens advised the Board that he had located a <br />community on Highway 73 which in his opinion would be very competitive for <br />the Community Development Block Grant program. According to Mr. Owens, the <br />community meets all the State guidelines as a majority of the residents have <br />low or very low incomes and there is a definite need for housing rehabili- <br />tation, water and sewer services, and paving of roads in the community. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne, Barnhardt, and Hamby and Chairman Lentz voting for and <br />Commissioner Upright voting against, the Board authorized the Planning <br />Department to pursue the Community Development Block Grant application <br />concerning the grant money for the Highway 73 project and to include the <br />$158,000.00 in funds set aside for the Community Development program last <br />year. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board set the second public hearing regarding the <br />Community Development Block Grant application for 7:30 P.M. on Monday, <br />May 19, 1986. <br /> <br /> <br />
