431 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina, on May 1, 1986, at 7:00 <br />P.M. for a public hearing regarding proposed Zoning Atlas and text <br />amendments and an amendment to the Cabarrus County Subdivision Ordinance. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Absent - Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by the Planning <br />Board. Mr. Michael Byrd, member of the County Planning staff, reviewed <br />the location of the areas proposed for rezoning. Public input was <br />received regarding the proposed amendments prior to action by the Board <br />of Commissioners. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(1) <br /> <br />Petition 86-09. C. Lewis Bennett, township 4, South Ridge Avenue, <br />Map/PIN 5613(19)-61-8125. Wishes to rezone from R-7.2 to C-2. The <br />Board voted 5-0 to approve this petition. <br /> <br /> Mr. John R. Boger, Jr., attorney representing the petitioner, <br />requested approval of the Petition 86-09 to allow the future construction <br />of a print shop building. <br /> No one spoke in opposition to the rezoning request. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board approved Petition 86-09 by <br />Mr. C. Lewis Bennett to rezone property on South Ridge Avenue, Map/PIN <br />5613(19)-61-8125, from R-7.2 to C-2. <br /> <br />(2) <br /> <br />Petition 86-10. McCoy Feed and Seed Company, township 10, East <br />side of Highway 601, Map/PIN 5544-90-3613. Wishes to rezone from <br />A-2 to R-30. The Board voted 5-0 to approve this petition. <br /> <br /> There was no one present to speak either for or against the rezoning <br />request. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz <br />and unanimously carried, the Board approved Petition 86-10 by McCoy Feed <br />and Seed Company to rezone property on the east side of Highway 601, <br />Map/PIN 5544-90-3613, from A-2 to R-30. <br /> <br />(3) Ten Year Growth Area Expansion. Planning Board and Planning Staff <br /> request to extend the Ten Year Growth Area as follows: <br /> <br />Beginning at the Western edge of the existing Ten Year <br />Growth Area at the intersection of Rocky River Road and <br />Robinson Church Road; thence with the centerline of Rocky <br />River Road in a Westerly direction to the Mecklenburg <br />County line; thence with the Mecklenburg County line in a <br />Northerly direction to the Harrisburg extraterritorial <br />jurisdiction line; thence with the Harrisburg extra- <br />territorial jurisdiction line in an Easterly line to the <br />centerline of Robinson Church Road; thence with the center- <br />line of Robinson Church Road in a Southerly direction to the <br />point of beginning. <br /> <br /> Mr. James Scarbrough, attorney, spoke in support of the proposed <br />expansion of the Ten Year Growth Area to include all of the proposed <br />Camelot subdivision to be developed in that area. <br />There was no one present to speak against the proposed expansion. <br />UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz <br />and unanimously carried, the Board extended the Ten Year Growth Area <br />according to the map and recommendation presented to the Board by the <br />Planning Board. The boundaries of the Ten Year Growth Area Expansion as <br />approved are as follows: <br /> <br />Beginning at the Western edge of the existing Ten Year <br />Growth Area at the intersection of Rocky River Road and <br /> <br /> <br />
