432 <br /> <br />Robinson Church Road; thence with the centerline of Rocky <br />River Road in a Westerly direction to the Mecklenburg <br />County line; thence with the Mecklenburg County line in a <br />Northerly direction to the Harrisburg extraterritorial <br />jurisdiction line; thence with the Harrisburg extra- <br />territorial jurisdiction line in an Easterly line to the <br />centerline of Robinson Church Road; thence with the center- <br />line of Robinson Church Road in a Southerly direction to the <br />point of beginning. <br /> <br />(4) Subdivision Ordinance Text Amendment, Section C, page 10, add <br /> number 5 to this section as follows: <br /> <br />No building or septic tank permits shall be issued until <br />final approval of the subdivision with all improvements <br />completed, except as follows: <br /> <br />(a) <br /> <br />The developer shall have a bond or letter <br />of credit drafted in favor of Cabarrus County in the <br />amount of 125% of completion of all improvements <br />required in this ordinance. <br /> <br />(b) <br /> <br />These shall be to the satisfaction of the County <br />Attorney, with the amount of these to be determined <br />and verified by the County Engineer. <br /> <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, advised the Board <br />that this procedure was now being carried out under an interim policy <br />adopted by the Cabarrus County Planning Board. During discussion of the <br />proposal, Commissioner Barnhardt asked that "or septic tank" be deleted <br />from the amendment. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz <br />and unanimously carried, the Board tabled consideration of the proposed <br />Subdivision Ordinance text amendment until the next zoning meeting in <br />June. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved to bring off the table the <br />proposed Subdivision Ordinance text amendment. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the proposed Subdivision <br />Ordinance text amendment with the deletion of "or septic tank". He stated that <br />representatives of Cabarrus County, the City of Concord, and the City of <br />Kannapolis would be meeting on May 12, 1986, to discuss the proposal to <br />be presented at the public hearing. Mr. Byrd requested the Board to <br />adopt a resolution endorsing the increased priority scheduling for the <br />west-side by-pass project and the extension of N. C. 136. <br /> <br /> <br />
