<br />which exceeds the requirements of the County. The fireworks displays will
<br />be in conjunction with the race festivities held at the Speedway for the
<br />Coca Cola 600 and will be under the supervision of Mr. Gary Partlow,
<br />pyrotechnic expert with Southern International Fireworks.
<br /> Mr. J. D. Goins, Division Engineer with the North Carolina Department
<br />of Transportation, and Mr. Larry Gordon, District Engineer with the Department
<br />of Transportation, made the final presentation of the proposed Balances
<br />Secondary Roads Construction Program 1985-86 and the proposed 1986-87
<br />Secondary Roads Construction Program. Mr. Goins advised the Board that
<br />there was a possibility of additional secondary road funds if proposed
<br />changes in the gas tax law are approved. Mr. Gordon also presented an
<br />estimate of $48,861.00 to grade, drain, base, pave and seed Mills Circle
<br />(SR 2460), which is Priority 16 on the Secondary Roads Program for 1986-87.
<br /> Chairman Lentz asked if anyone were present who wished to speak
<br />regarding the proposed 1986-87 Secondary Roads Program.
<br /> Mr. Ken Cox, resident of Mills Circle, asked for the paving of that
<br />street. He stated that residents of Mills Circle had attempted to have
<br />this road paved since 1972 and were led to believe in 1985 that this street
<br />would be included in the secondary roads program for paving during 1986-87.
<br />Mr. Cox stated in his opinion funds could be used for paving that road
<br />instead of widening roads already paved.
<br /> The motion by Commissioner Bernhardt to ask the State Highway Commission
<br />to add an additional gas tax and that Mills Circle be given high priority
<br />for paving if these additional funds are received failed for lack of
<br />second.
<br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby
<br />with Commissioners Upright, Hamby, Payne, and Bernhardt voting for and
<br />Chairman Lentz voting against, the Board approved the expenditure of unused
<br />funds in the 1985-86 Cabarrus County Secondary Roads Construction Program
<br />and the 1986-87 Secondary Construction Program as presented by represen-
<br />tatives of the North Carolina Department of Transportation. The Balances
<br />Secondary Roads Construction Program 1985-86 and the 1986-87 Secondary
<br />Construction Program as approved by the Board are as follows.
