444 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />May 19, 1986, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend Harold Helms of Gordon Heights <br />Baptist Church. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the minutes of May 1, 5, and 12, 1986, were <br />approved as written. <br /> Mr. Doug Carter, Finance Director for the City of Charlotte and <br />President Elect of the Government Finance Officers Association, presented a <br />Certificate of Achievement for Excellence in Financial Reporting to Mr. <br />Blair D. Bennett, Cabarrus County Finance Director. He stated that the <br />Certificate of Achievement, which is awarded by the Government Finance <br />Officers Association of the United States and Canada, is the highest form <br />of recognition in governmental accounting and financial reporting and its <br />attainment represents a significant accomplishment by a government and its <br />management. Mr. Carter further noted that there were only 15 people in <br />North Carolina who have achieved this recognition. <br /> In accepting the award, Mr. Blair D. Bennett thanked members of his <br />staff and the audit firm of Arthur Young and Company for their assistance <br />in preparing the financial report. He also expressed appreciation for the <br />support of the County Manager and the Board of Commissioners. <br /> Mr. Dennis Daye of Wilbur Smith and Associates presented the following <br />report for the Airport Master Plan Study for Cabarrus County. <br /> <br />CABARRUS COUNTY, NORTH CAROLINA <br />AIRPORT MASTER PLAN STUDY <br /> <br /> Wilbur Smith and Associates, Consultant to Cabarrus County for the <br />Airport Master Plan Study, has completed a comprehensive investigation of <br />Cabarrus County and has determined there are three potential airport sites <br />in the County on which it is "physically possible" to construct an airport. <br />The term "physically possible" is emphasized because no attempt has as yet <br />been made to differentiate among the sites in terms of social, environmental <br />or fiscal impact. <br /> <br /> Three other sites were identified on which an airport could be con- <br />structed; however, they were eliminated because of anticipated acquisition <br />costs. These were: International Drive, a site which bisects the road <br />between Davidson Highway and Poplar Tent Road; Charlotte Motor Speedway, on <br />the north side of U.S. 29 across from the Speedway; and, Philip Morris, on <br />the north side of U.S. 29 across from Philip Morris. <br /> <br /> Listed from north to south in the County, the three final preliminary <br />sites on which the remainder of this study will be based are: <br /> <br />Coddle Creek - located along Rankin Road and Stirewalt Creek south of <br />Mooresville Road immediately east of the proposed reservoir. <br /> <br />Poplar Tent - located on a ridge generally at the end of Ivey Cline <br />Road north of Interstate 85. This is the same site identified in a <br />previous study. <br /> <br />Harrisburg located immediately east of the Town limits of Harrisburg <br />along Shamrock Road generally between Stallings and Pharrs Mill Roads. <br /> <br /> These sites have been reviewed with the Federal Aviation Administration <br />and the North Carolina Division of Aviation. <br /> <br />The next steps of the study will include: <br /> <br /> <br />
