445 <br /> <br />Notification of all property owners who may be directly (potential <br />fee acquisition) or indirectly (potential aviation easement) <br />impacted by the location of an airport in the area. <br />Public meetings near the sites to give all citizens the opportu- <br />nity to make comments. <br />Preparation of environmental assessments evaluating all three <br />sites. <br />Selection of a site based on input from public meetings, environ- <br />mental assessments and cost. <br /> <br /> The Board received the Airport Master Plan Study report as information <br />only. <br /> Mr. Scott Trott of the Cabarrus-Rowan Park Commission presented an <br />update on the operation of Bakers Creek Park and reviewed the proposed <br />Financial Agreement regarding the Park. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the following Agreement between the <br />City of Kannapolis, Rowan County, and Cabarrus County concerning Bakers <br />Creek Park. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />AGREEMENT <br /> <br /> THIS AGREEMENT, entered into this day of May, 1986, by and <br />between the County of Cabarrus, hereinafter referred to as "Cabarrus"; the <br />County of Rowan, hereinafter referred to as "Rowan"; and the City of <br />Kannapolis, hereinafter referred to as "Kannapolis"; <br /> <br />WITNESSETH <br /> <br /> That whereas, the parties hereto desire to provide public facilities <br />and recreational services in the northern portion of Cabarrus County and <br />the southern portion of Rowan County, specifically within the municipal <br />boundaries of the City of Kannapolis, and <br /> <br /> Whereas, it is the desire of the parties and the intent of this <br />agreement to establish funding for the operating budget of the recreational <br />area known as Bakers Creek Park, which operating budget is presently <br />jointly funded by Cabarrus and Rowan, and <br /> <br /> Whereas, it is the desire of the parties and the intent of this <br />agreement to establish each party's proportionate share of the annual <br />operating budget of Bakers Creek Park, and <br /> <br /> Whereas, it is acknowledged by the parties to this agreement that the <br />organization designated as the responsible governmental agent supervising <br />the physical facilities and the operating budget for Bakers Creek Park is <br />the Cabarrus-Rowan Park Commission, hereinafter referred to as the "Park <br />Commission." <br /> <br /> NOW, THEREFORE, for good and valuable consideration and upon the <br />premises contained herein, the parties agree as follows: <br /> <br />SECTION ONE <br /> <br /> Each of the parties to this agreement hereby agree to cooperate in <br />providing park services and facilities for the area known as Bakers Creek <br />Park during the term of this agreement. <br /> <br />SECTION TWO <br /> <br /> Cabarrus is hereby designated as the lead agency to effectuate the <br />intent of this agreement and shall do the following: <br /> <br /> (1) Act as the Park Commission's purchasing agent for all purchases <br />on behalf of the Park Commission. <br /> <br /> <br />
