Selection of a site based on input from public meetings, environ- mental assessments and cost. The Board received the Airport Master Plan Study report as information only. Mr. Scott Trott of the Cabarrus-Rowan Park Commission presented an update on the operation of Bakers Creek Park and reviewed the proposed Financial Agreement regarding the Park. UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unanimously carried, the Board approved the following Agreement between the City of Kannapolis, Rowan County, and Cabarrus County concerning Bakers Creek Park. NORTH CAROLINA CABARRUS COUNTY AGREEMENT THIS AGREEMENT, entered into this day of May, 1986, by and between the County of Cabarrus, hereinafter referred to as "Cabarrus"; the County of Rowan, hereinafter referred to as "Rowan"; and the City of Kannapolis, hereinafter referred to as "Kannapolis"; WITNESSETH That whereas, the parties hereto desire to provide public facilities and recreational services in the northern portion of Cabarrus County and the southern portion of Rowan County, specifically within the municipal boundaries of the City of Kannapolis, and Whereas, it is the desire of the parties and the intent of this agreement to establish funding for the operating budget of the recreational area known as Bakers Creek Park, which operating budget is presently jointly funded by Cabarrus and Rowan, and Whereas, it is the desire of the parties and the intent of this agreement to establish each party's proportionate share of the annual operating budget of Bakers Creek Park, and Whereas, it is acknowledged by the parties to this agreement that the organization designated as the responsible governmental agent supervising the physical facilities and the operating budget for Bakers Creek Park is the Cabarrus-Rowan Park Commission, hereinafter referred to as the "Park Commission." NOW, THEREFORE, for good and valuable consideration and upon the premises contained herein, the parties agree as follows: SECTION ONE Each of the parties to this agreement hereby agree to cooperate in providing park services and facilities for the area known as Bakers Creek Park during the term of this agreement. SECTION TWO Cabarrus is hereby designated as the lead agency to effectuate the intent of this agreement and shall do the following: (1) Act as the Park Commission's purchasing agent for all purchases on behalf of the Park Commission.
