449 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina on Tuesday, May 20, 1986, at <br />5:00 P.M. to continue review of the proposed 1986-87 Cabarrus County <br />Budget. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Commissioner Payne proposed that the Board reinstate the $250.00 per <br />month County contribution to the Flowes Store Volunteer Fire Department <br />as he stated an agreement had been reached in the litigation involving <br />the fire department and a group of citizens of the community. This <br />County contribution had been withheld by the Board effective September 3, <br />1985, due to a problem involving the elections of officers. It was noted <br />during discussion that the agreement, which has not yet been finalized by <br />all parties, would provide for the election of nine members of the Board <br />of Directors at an open meeting in October and would be under the super- <br />vision of the court. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne and Hamby and Chairman Lentz voting for and Commis- <br />sioners Barnhardt and Upright voting against, the Board voted to rein- <br />state the County contribution of $250.00 per month to the Flowes Store <br />Volunteer Fire Department. <br /> Mr. Charles D. McGinnis, County Manager, advised the Board that <br />$15,418.00 should be added to Line Item Account 101, Salary and Wages, of <br />the Register of Deeds budget as the salary for the recommended position <br />of Microfilm Clerk. <br /> The Board began review of the proposed budget for the Finance Office <br />and continued through the Debt Service allocations on page 33. <br /> During the review of the Stream Channelization request, Mr. McGinnis <br />pointed out that the Watershed Improvement Commission was responsible for <br />administering these funds and authorizing stream channelization work in <br />accordance with their established priority plan. He advised the Board <br />that the stream channelization work approved by the Soil and Water <br />District Commissioners in the Harrisburg area had not been paid for with <br />County funds. <br /> In reviewing the requested Schools budget, Commissioner Payne asked <br />that it be noted that he proposed to give Revenue Sharing funds of <br />approximately $50,000.00 to the Schools if this money is received by the <br />County next year. <br /> In reviewing the annual allocation of $250,000.00 to Cabarrus <br />Memorial Hospital, Mr. Charles D. McGinnis, County Manager, reported that <br />he had received an informal request from Mr. Robert Wall, Hospital <br />Administrator, for the County to make a contribution to Careolina Health <br />Care Plan, Inc., instead of the hospital. According to Mr. McGinnis, the <br />proposed contribution to Careolina Health Care Plan would be used to <br />provide medical services to those patients who are determined to be <br />indigent by the Department of Social Services. However, Mr. McGinnis <br />advised the Board that it had been determined that it would not be in the <br />best interest of the County to review and determine indigent patients as <br />proposed by Mr. Wall. Chairman Lentz reported that hospital officials <br />had also suggested the possibility that the County absorb all costs for <br />deputy service at the hospital and eliminate the $250,000.00 annual <br />contribution. The Board took no action concerning the annual allocation <br />to Cabarrus Memorial Hospital. <br /> Mr. Blair D. Bennett, Finance Director, reported that the Cabarrus <br />County Home Health Agency had experienced an increase in indigent care <br />services and a decrease in Medicare payments since the Cabarrus Memorial <br />HosPital had begun operation of a Home Care Agency. He further reported <br />that the Cabarrus County Home Health Agency is still self-supporting. <br /> During review of additional requests listed under Other Contribu- <br />tions, Mr. Charles D. McGinnis, County Manager, reported that Mr. <br />Fletcher L. Hartsell, Jr., County Attorney, had recommended that a <br />contract for services be drawn up for each area where the Board does not <br />have specific authority to appropriate County funds. He explained that <br />these areas would include such private corporations as the Cabarrus <br />County Boys Club and the YMCA Senior Center. <br /> <br /> <br />
