CHECK TOTAL BID <br /> <br />Ashley Emergency Vehicles & Equipment <br />Post Office Box 705 <br />Jefferson, North Carolina 28640-0705 <br /> <br />X $15,300.00 <br /> <br /> Mr. Charles D. McGinnis, County Manager, reported that requests were <br />sent to eight vendors although only one bid proposal was received. He <br />further reported that the bid received was for a General Motors vehicle <br />and that the County had experienced some equipment failure recently with <br />the several of the existing General Motors ambulances. However, Mr. <br />McGinnis stated General Motors had been contacted regarding the problem. <br />He also noted that a replacement ambulance unit was needed at this time. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby <br />with Commissioners Payne, Hamby, and Barnhardt and Chairman Lentz voting <br />for and Commissioner Upright voting against, the Board awarded the bid for <br />ambulance equipment to Ashley Emergency Vehicles & Equipment in the amount <br />of $15,300.00. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board by resolution approved the addition of <br />Allen Drive to the State road system. <br /> Mr. Charles Miller of the Gold Hill Volunteer Fire Department requested <br />the Board's assistance in assessing a fire tax in that district to provide <br />funding for the operation of the fire department. He pointed out that the <br />district is located in both Rowan County and Cabarrus County. Mr. Miller <br />reported that in the past the residents of the district had been able to <br />support the fire department through fund raising events but were now <br />unable to do because of the growth of the community and lack of support as <br />well as the increased cost of equipment and maintenance. He reported that <br />the Rowan County Board of Commissioners was holding a public hearing on <br />June 19 to consider the levying of a fire tax for the Rowan County portion <br />of the district. Stating that the Cabarrus County residents of the <br />district should also be involved in paying a fire tax, Mr. Miller asked <br />that Cabarrus County work with the district in establishing a fire tax. <br /> Mr. John Hammill, land and business owner in the Gold Hill Fire <br />District, opposed a fire tax. He stated that residents have supported the <br />fire department in the past and would continue to do so. <br /> Mr. Jeff Allman, Cabarrus County Fire Marshal, stated that a petition <br />containing 35 percent of the registered voters was required for an election <br />to be held to establish a fire tax district. He further stated that the <br />Board of Commissioners could call for a public hearing of the people in <br />the district and establish a service district for fire protection if it~is <br />determined this is the desire of a majority of the people. <br /> After discussion of the request, Chairman Lentz asked that the Gold <br />Hill Volunteer Fire Department call a hearing of the Cabarrus County <br />residents of the district to obtain input on the proposed fire tax and if <br />there is a genuine desire to have a tax that a petition be brought back to <br />the Board for an election to be held. He further asked that Mr. Jeff <br />Allman keep the Board informed of events in the district. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby <br />and unanimously carried, the Board designated Chairman Lentz as the voting <br />delegate for Cabarrus County at the National Association of County Commis- <br />sioners Conference in Clark County, Nevada, on July 12-16, 1986. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board adopted the following Resolution requesting <br />the State of North Carolina to transfer the 1986/87 Sewer Funds for <br />Cabarrus County to water funds and to allocate these funds to the current <br />water project. <br /> <br />RESOLUTION TO REQUEST THAT 1986/87 SEWER FUNDS <br /> BE TRANSFERRED TO WATER FUNDS AND ALLOCATED <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County began a Water <br />Distribution Project in September of 1985 consisting of approximately 110 <br /> <br /> <br />
