468 <br /> <br /> The Board of Cox~issioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina, on Monday, June 9, 1986, <br />at 5:00 P.M. to continue review of the proposed 1986-87 Cabarrus County <br />Budget. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Mr. Charles D. McGinnis, County Manager, reported there would be a <br />meeting in Raleigh on June 12, 1986, regarding the General Liability and <br />Property Self-Insurance Pool that the North Carolina Association of <br />County Commissioners is trying to establish this year. He stated that <br />he and Mr. Blair Bennett, Finance Director, would be attending this <br />meeting to obtain the cost information for Cabarrus County. Mr. <br />McGinnis further stated it would be necessary to make a final decision <br />on participation in the program at the meeting and asked for authori- <br />zation to cast the County's commitment to enter or not to enter into the <br />insurance pool based upon the cost to the county. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt <br />with Chairman Lentz and Commissioners Barnhardt, Hamby, and Upright <br />voting for, the Board endorsed the following resolution. <br /> <br /> RESOLUTION TO ADOPT THE INTERLOCAL AGREEMENT ESTABLISHING <br />THE NORTH CAROLINA COUNTIES LIABILITY AND PROPERTY JOINT RISK <br />MANAGEMENT AGENCY AND TO JOIN THAT AGENCY <br /> <br /> WHEREAS, Cabarrus County desires to protect against liability <br />claims and property losses and to provide for payment of claims or <br />losses for which the county may be liable; and <br /> <br /> WHEREAS, the North Carolina Counties Liability and Property Joint <br />Risk Management Agency has been established pursuant to G.S. 153A-445(a)(1) <br />and G.S. 160A-460 through 160A-464; and <br /> <br /> WHEREAS, it is desirable for Cabarrus County to join the North <br />Carolina Counties Liability and Property Joint Risk Management Agency in <br />order to provide a method of risk sharing for liability claims and <br />property losses; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners <br />of Cabarrus County hereby adopts the interlocal agreement entitled <br />"Interlocal Agreement Establishing the North Carolina Counties Liability <br />and Property Joint Risk Management Agency" and thereby joins and agrees <br />to participate in the North Carolina Counties Liability and Property <br />Joint Risk Management Agency, which has been formed to create a group <br />fund to pay liability claims and property losses of the counties and <br />other local agencies'joining the agency. <br /> <br /> BE IT FURTHER RESOLVED that County Manager is authorized to execute <br />the application to join the North Carolina Counties Liability and <br />Property Joint Risk Management Agency. <br /> <br /> This the 9th day of June, 1986. <br /> <br />ATTEST: /s/ Frankie F. Lentz <br /> <br />Chairman <br /> <br />Cabarrus County <br />Board of Commissioners <br /> <br /> Commissioner Payne arrived for the meeting and was present for the <br />remainder of the session. <br /> The Board began review of the proposed 1986-87 budget on Page 56 <br />with the Landfill budget and continued through the Cabarrus-Rowan Park <br />Commission budget. The Board also reviewed the proposed Revenues, Water <br />and Sewer Utility Fund, Water and Sewer District Fund, Revaluation Fund, <br />and the Water and Sewer District Bond Fund. No changes were made to the <br />recommended budgets. <br /> <br /> <br />
