469

Commissioner Barnhardt reported that Mr. James F. Cook, Jr., Social
Services Director, had recommended that a full-time attorney be added to
the staff of Social Services at an annual salary of $27,953.00 plus
benefits. According to Commissioner Barnhardt, the cost of a full-time
attorney would be less than the amount currently paid for legal services
by the Department. Mr. Charles D. McGinnis, County Manager, also
advised the Board that a full-time attorney would increase the amount of
monies that could be recovered with the proper execution of matters
involving such programs as the IV-D Program. It was the general consensus
of the Board to take the legal fees appropriated for the Department of
Social Services and establish a full-time position of attorney in the
Department.
Mr. Charles D. McGinnis, County Manager, indicated that the Board
should add $3,000.00 to Consultants line item of the Home Care Program
budget for the Hospice Program. This contribution had been approved by
the Board on May 20, 1986.
Mr. Charles D. McGinnis, County Manager, noted that the carry
forward items in the capital projects budgets will continue to change
until the end of the fiscal year on June 30.
There being no further business to come before the Board, the
meeting adjourned until 7:00 P.M. on Tuesday, June 10, 1986, for contin-
uation of review of the proposed 1986-87 Cabarrus County Budget.

Clerk to the Board
